- This notice is a combined synopsis/solicitation for Other Than Commercial Item. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to acquire other than commercial item using the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is being issued as a Request for Quotations (RFQ) an Microstructural Analysis of Advanced Rocket Materials Statement of Work This procurement is for microstructural characterization and analysis of advanced space propulsion materials as supplied by NASA Glenn Research Center (GRC). Microstructural characterization shall include optical microscopy, scanning and transmission electron microscopy (including TEM sample preparation via electro polishing or tripod polishing), x-ray energy dispersive spectroscopy and electron energy loss spectroscopy. Analysis shall include phase identification, phase orientation analysis, phase stability, dislocation analysis, fractography, and understanding of relationships of observed microstructural features with mechanical properties. Current research, requiring this characterization, is on variations of GRCop(Cu-8Cr-4Nb) alloys in support of Space Transportation programs. Contractor shall have experience with these types of materials and be familiar with oxidation issues during sample preparation. Additional alloys shall be studied depending on program requirements. At a minimum the personnel required for the characterization and analysis shall have a PhD in Materials Science or equivalent. To accomplish the expected analyses, the use of GRC microscopy and specimen preparation facilities are available to the Contractor. Specific duties shall include the following; ? Microstructural characterization of strengthening phases in copper-based alloys with variation in processing conditions by transmission electron microcopy. ? Fractography of failed test specimens, by scanning electron microscopy, to identify failure initiation and relationship to microstructure. ? Write reports on analysis findings and co-authorship of technical reports. Expected number of samples for each quarter and analysis type shall be; Optical microscopy ? 4 samples. Scanning electron microscopy ? 4 samples. Transmission electron microscopy ? 2 samples. NASA GRC will provide the above samples after various heat treatment and mechanical testing. Regular (at a minimum monthly) meetings with NASA researchers/contractors and engine manufacturers shall be necessary. Deliverables: Quarterly reports. These reports shall include work performed during the last quarter and a summary of the results found. Samples All test samples shall be returned to the NASA Glenn Research Center upon completion of the work. The samples shall be mailed to the following address: NASA Glenn Research Center Attn: David Hull 21000 Brookpark Road Mail Stop: 49-1 Cleveland Ohio 44135 Period of Performance: The period of performance for this effort shall be 24 months from receipt of order. **NOTE TO PROSPECTIVE OFFERORS: OFFEROR MUST INCLUDE ADEQUATE INFORMATION IN THEIR QUOTATION FOR THE GOVERNMENT TO EVALUATE WHETHER OR NOT THEIR OFFER MEETS THE ABOVE STATEMENT OF WORK** This procurement is a total small business set-aside. The provisions and clauses in the RFQ are those in effect through FAC 01-13. The NAICS Code and the small business size standard for this procurement are 541710 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Glenn Research Center shall be in accordance with the above instructions. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9 Offers for the items(s) described above are due by Thursday July 3, 2003 at 4:30 p.m. local time and may be e-mailed, faxed, or mailed to NASA Glenn Research Center Attn: Timothy M. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Award will be based upon overall best value to the Government among those offers that meet the specifications general instructions above. Consideration will be given to the factors of meeting specifications, total price, best value criteria (see the next paragraph below) and past performance. Other criteria requirements if so stated in the solicitation and best value will also be considered. Unless otherwise stated in the solicitation, for selection purposes, specifications, total price, and past performance are essentially equal in importance. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the proposal meets the Government?s requirements (see the above Statement of Work). **It is critical that offerors provide adequate detail to allow evaluation of their offer.** Offerors must include completed copies of the provision at 1852.213-17, Offeror Representations and Certifications ?
