- Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 45 calendar days from the date of this synopsis. The U.S. Geological Survey (USGS), Geologic Hazards Team, Geomagnetism Group, in Golden, Colorado, has a requirement for programming services to provide enhancements to the USGS Earthworm and Magworm custom-designed systems, to include the following tasks: a) develop customized modules for delivering data from multi-import modules to individual users; b) develop interface software to enable data processing personnel to process data using Oracle database; and c) develop the capabilities of delivering dynamic content from database to Internet users. These services will enhance the delivery of data collected from a network of magnetic observatories to USGS customers. The work requires expert knowledge of ANSI C, C++, Oracle, and RDBMS design and implementation, multithreaded programming on both Win32 and Unix systems, distributed network programming, socket programming, as well as Internet application standards and implementation. Expert knowledge of the Earthworm and Magworm transport systems is required to ensure that all developed software is compliant with the existing Earthworm and Magworm architecture. General knowledge is required of the nature and uses of data in seismology and geomagnetism in order to successfully integrate the various features of the proposed system. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(l), implemented by FAR 5.302-1, the Government considers the services specified as a sole source from Genesis Business Group, 7931 South Broadway, Littleton, Colorado, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and supplies are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Governments only official notice of this procurement. See Note 22.
