Description
THIS PROJECT HAS BEEN SET ASIDE AS A "BUY INDIAN" CONTRACT under the Buy Indian Act. The Bureau of Indian Affairs (BIA), Office of Tribal Services (OTS), Human Services Division, is initiating a special effort to implement trust reform efforts on behalf of supervised Individual Indian Money (IIM) account holders. This effort includes training, consultation, and revision of regulation and manual issuances on social services IIM supervised accounts. Because of the need to initiate certain aspects of the initiative immediately, the BIA is accepting bids from Indian organizations skilled in handling, processing and reviewing social services IIM trust activities as well as the development and presentation of training. The work will be under supervision of the Human Services Division, Office of Tribal Services, Bureau of Indian Affairs, and will involve travel and coordination with BIA field staff as well as a personnel from other Federal agencies including the Office of Trust Funds Management (OTFM), and select tribal locations. Qualifications Desired: I. Past performance in trust related work in social services. II. Education - Offerors should have a Masters Degree in Social Work. Lack of a MSW degree will exclude any potential offeror. III. Working knowledge of tribal government management infrastructure. IV. Working knowledge of related governmental agencies. V. Working knowledge of client case record and program compliance review of social services trust records. VI. Familiarity with 25 CFR, Parts 115 (Trust Funds for Tribes and Individual Indians) and 20 (Financial Assistance and Social Services Program) is required.
