Description
The Forest Service is in need of conifer cone collection services in order to obtain tree seed used to restore and reforest lands. The purpose of this contract is to provide services for the collection of reforestation and tree improvement seed if a viable cone crop exists. All contract areas are located on the Blue Mountain Acquisition Management ZAP, which includes the Umatilla, Wallowa-Whitman and Malheur National Forests. Definite work areas have not been defined, but will be within mixed coniferous forested stands. This solicitation will result in a unique arrangement that includes multiple-award, multiple-year, indefinite-quantity contracts with no minimum obligation. This is a unique arrangement where the Government has stated a realistic estimated total quantity. This estimated quantity is not a representation that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal from year to year. Utilization of the this type of contract has been determined to be appropriate for acquiring cone collection needs as the Government anticipates recurring requirements but cannot predetermine the precise quantities that will be ordered during the contract period. The specific areas will be defined and maps and quantities will be provided when a task order is issued. The Government will award a maximum of five contracts, not to exceed $100,000 each. Contractors quoting on more than one item will be expected to be prepared to perform work on all items concurrently. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to perform all work necessary on the areas specified in the task order. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed in a timely manner. The solicitation will be posted electronically to FedBizOpps on or about July 7, 2003.
