- The work ordered under this contract may be performed in any Government-owned building or Government-leased space within West Virginia and the Western Half of Virginia, with an option for services in the Eastern half of Virginia, Maryland, Delaware, Pennsylvania, and the Southern sections of NJ, including but not limited to repairs, alterations, renovations and modernization of buildings or portions thereof. Task orders will primarily be for construction; however, GSA reserves the right to include design-build services. This will be an indefinite quantity term construction contract for projects ranging from approximately $100,000 to $2 million. Offerors will be evaluated using the source selection/greatest value procedures outlined in the solicitation. The Government may make multiple awards and anticipates award of between three and five contracts. The estimated annual dollar value of all of the projects that will be issued under the multiple term contracts is $2 to $3 million. The maximum limitation per year is $4 million. Individual delivery orders may be competed among the selected firms under the contract unless the Government deems otherwise for a specific delivery order. The proposed performance period is a total of 9 years, consisting of 1 base year, with the possibility of one (1) year option, two (2) year options and one (3) year option periods. This requirement is being set aside for small business concerns under NAICS Code 236220 and the Small Business Size Standard is $28.5 million. The e-mail addresses are shown below. Telephone requests will not be accepted. The Request for Proposal shall be available on or about May 1, 2003 on the World Wide Web (www.fedbizopps.gov ). Proposals will be due approximately June 2, 2003. There will be no public opening of offers. This announcement constitutes synopsis of the pre-solicitation notice and represents the Government’s official information on this project. Any information taken from other publications is used at the sole risk of the offeror. The procuring office cannot guarantee the accuracy of information contained in other publications. Prior to issuance of any plans and specifications, contractors must comply with the Document Security Notice by completing it and returning it to GSA Region 3, Allegheny Services Center (3PK), The Strawbridge Building, 20 North 8th Street, Philadelphia, PA, 19107-3191. Contractors selected on this contract will be required to provide a document security notice prior to receipt of any request for proposal package which will includes plans and specifications, for each project. The prime contractors will be responsible for having their subcontractors complete the form prior to receiving any bidding documents. GSA will request the forms with each proposal submitted for every project. The document security form will be included as a separate attachment on FEDBIZOPS. Notification of any changes to this solicitation (amendments) will be posted on www.fedbizops.gov.
