Description
The U.S. EPA intends to negotiate on a sole source basis with TSI Incorporated, Shoreview, MN, for the manufacture, delivery, integration, and set-up of a Monodisperse Aerosol Generation System, including Electrostatic Classifier with Long DMA (0.01 to 1 micrometer), Polydisperse Constant Output Atomizer, Diffusion Dryer, Filtered Air Supply with capability of removing oil or other liquid droplets from incoming air, all interconnecting hardware, General-Purpose Condensation Particle Counter, and Small-Scale Powder Disperser (variable speed), including pre-loaded and replacement turntables, under the authority of FAR Part 6.302-1. The U.S. EPA believes that TSI Incorporated is the only known U.S. provider of a submicrometer aerosol generator that produces a monodisperse aerosol from a polydisperse aerosol using electrical mobility as the selection criteria to the following specifications: The particle size range is adjustable from 0.005 to 1.0 micrometers. The input polydisperse aerosol concentration range varies from 10 to the -3 power to 10 to the 8 power particles/per cubic centimeter. The monodisperse particles produced have a mean mobility of plus or minus 5 percent and a mean size for singly charged particles of plus or minus 5 percent. The electrostatic classifier component of the aerosol system is microprocessor controlled and can be paired with differential mobility analyzers (DMAs). The condensation particle counter provides an upper aerosol concentration limit of 10 to the 7 power particles/per cubic centimeter, containing a built-in pumping system with automatic volumetric flow control with a concentration accuracy of plus or minus 10 percent, and a coincidence value less than 2 percent. The powder disperser provides 0.3 to 40 miligram per cubic meter of dry polystyrene latex sphere (PSL) aerosol by aspiration and deagglomeration from a pre-manufactured source in a range from 1 to 50 micrometers in aerodynamic diameter. The dry PSL aerosol can be a single size or multiple sizes combined. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 15. The anticipated award date is 7/30/03. See numbered note 26.
