Description
The Naval Air Systems Command Team is interested in stimulating research to dramatically reduce aerospace vehicle systems life-cycle costs, accelerate development of new systems with architectures, tools, and processes that allow easy technology upgrade and insertion. This is a notice of intent to request a proposal and negotiate with Texas Engineering Experiment Station (TEES) of Texas A&M University System; 332 Werc Building, College Station, TX 77843-3000, on an other than full and open competitive basis. TEES has been identified as the only responsible source capable of meeting the Government?s requirements because of its unique organizational structure. The Aerospace Vehicle Systems Institute (AVSI) is a cooperative venture of aerospace companies for the aerospace industry and is a research center of the TEES. In addition, no other similar consortium of this unique type has been found through a review of other aerospace research consortiums, associations, and organizations. Currently, there are no other known consortiums, which could compete in the breadth of application research and cost-sharing research activities offered by TEES. The proposed action will be issued as a Technology Investment Agreement (TIA) with at least a 50/50 cost share contribution from TEES and the Government respectively. Award is anticipated to be as soon as possible after this synopsis/announcement date. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Naval Air Warfare Center Aircraft Division Contracts shall consider responses. Responses without a return address, mailing address and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity.
