Description
The US Geological Survey, Western Region, Geologic Discipline has a requirement for data transcription services. The USGS requires services to copy and reformat geophysical seismic reflection profile data currently on nine-track tape (800, 1600, and 6250 bpi) to disc images, and deliver the resulting output on high-density media (DVD or DLT tape). Upon confirmation of data delivery, the contractor must dispose of the original nine-track tape. The nine-track tapes are written in a variety of formats unique to the geophysical industry. All output data files will be written in the SEG-Y (rev 0). The SEG-Y format is described at: http://seg.org/publications/tech-stand/seg_y_rev0.pdf The contractor must supply digital (ASCII) logs of transcription statistics and records of all read errors (parity, short record, etc.) that occurred during input. In general, the SEG-B field tapes and demultiplexed tapes are written the entire 2400-foot length, while the stack tapes have varying amounts of data, from 5% to 100% of capacity. The DLT tar output must be organized according to survey or area identifiers. An unknown portion of the tapes suffer from "stiction", or stidky tape syndrome. The contractor must be able to treat and read these tapes with at least an 80% recovery. The tapes will be delivered to the contractor by the government on a schedule agreeable to both parties. Data tapes will be delivered in lots of 200 to 500 tapes at a time. Estimated quantities are as follows: 5,000 SEG-B field tapes; 1,000 sort tapes; and 1,000 stack tapes. Evaluation factors include: Past performance and prior experience reading and copying nine-track data tapes containing seismic reflection profile data; facilities and experience for handling "sticky" tapes; proximity to Houston, TX tape storage facilities; and price. Anticipated contract term is one year plus two one-year option periods. Anticipated contract type is a firm fixed price, indefinite delivery-indefinite quantity. Multiple contracts may be awarded. The RFP will be issued on the NBC website but proposals must be submitted to the address to be shown on the RFP. Anticipated date for issuance of the RFP is July 7, 2003.
