Description
Eglin AFB has a requirement to make needed improvements to the West Gate on Eglin AFB, FL. The NAICS code for this requirement is 236220 and the size standard is $28.5 million. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contract Administrator, in writing, as soon as possible but to be received not later than 15 calendar days of this notice. As a minimum the following information is required: (a) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers, and (c) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice. This is a performance price tradeoff acquisition and award will be based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible Hubzone Certified sources may submit an offer that shall be considered by the agency. Contractor shall provide labor, materials and equipment to accomplish Entry Control Point facility and visitor control center improvements to include construction of three toll-booth type guard stations as traffic calming devices, a canopy to cover the toll booths, and reconfigure traffic flow by increasing the inbound lanes on Eglin Boulevard from 2 to 4 lanes to include: removal of present curbing, asphalt, and landscaping, restriping of lanes, moving current light poles, creating new swales, and making FDOT compliant traffic signs. The estimated dollar amount is between $500,000 and$1,000,000. Performance Period is estimated to be 120 calendar days. Funds are not currently available for this project. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government?s Electronic Posting System (www.eps.gov) on or about 8 July 2003. The estimated proposal due date will be addressed in the RFP. All future information about this acquisition, including solicitation amendments, will also be distributed through the Federal Business Opportunities web site (www.fedbizopps.gov/). Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition.
