- This is a Sources Sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this Sources Sought notice. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources prior to the issuance of a Request For Proposal. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought. Interested sources should provide a capabilities package not longer than 10 pages, which demonstrates an ability to perform the services described below. Potential sources may submit resumes or personnel information, including the company name, point of contact, business size, and company profile. Potential sources should also describe any previous contracts that are similar in size and scope to this effort. The Department of Housing and Urban Development (HUD), Office of the Chief Financial Officer, Washington, DC, is seeking sources to support HUD's core financial system, HUDCAPS and supporting applications. HUDCAPS is comprised of a customized version of American Management Systems, Inc.'s (AMS) proprietary Federal Financial System (FFS) software. HUD's implementation of FFS also uses a graphical user interface (GUI) to the FFS core software in a client-server environment, and reporting tools that include a financial data mart residing on a Microsoft SQL Server 2000 supported by Cognos' Impromptu, and Cold Fusion software. The technical support services being sought requires the contractor to: 1) provide primary support for HUDCAPS cycle operations, 2) troubleshoot and provide recommendations for improving automated HUDCAPS processes, 3) provide primary support for LAN integration of HUDCAPS GUI, 4) provide primary support for a financial data mart including database administration, development and testing of financial reporting software, 5) provide primary support for a payroll interface, 6) provide primary support for LAN integration of HUD's Consolidated Financial Reporting System (Hyperion), and 7) provide support for federal financial accounting. The potential source must have specialized experience with AMS's FFS software, GUI Builder 2 (GB2), AMS' Advantage Desktop, Hyperion's Enterprise financial reporting tools, Cold Fusion, SQL, and Cognos' Impromptu. The Government anticipates award of a firm-fixed price contract with a period of performance of five (5) years. It is the Government's intention to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Subpart 8.4, Federal Supply Schedules, utilizing the General Services Administration's (GSA) Schedule 70 - General Purpose Commercial Information Technology Equipment, Software, and Services. The resultant contract will be awarded on a best value basis. At this time, a solicitation is not available.
