Description
The National Library of Medicine (NLM) awarded contract N01-LM-9-3532 on September 28, 1999, to Kitware, Inc., 469 Clifton Corporate Parkway, Clifton Park, NY 12065, to assist in the development of an application programmer interface (API) known as the Insight Toolkit (ITK), and first implementation of a Segmentation and Registration Toolkit (SRT). It is the intent of the National Library of Medicine (NLM) to negotiate with Kitware, Inc. on a sole source basis to extend the current contract number N01-LM-9-3532 for twelve months to continue the overall goals of the project, which include streamlining the existing ITK code, improving the consistency of the internal software architecture, extending documentation of the existing algorithms and methods, and generating examples suitable for inclusion in courseware and educational materials associated with ITK. Kitware, Inc. is currently providing the required services, and will continue to perform an exhaustive review of code performance and implementation, reworking those classes that either violate style or exhibit poor performance, rework the command/observer structure of ITK to be more consistent with other visualization programming environments, further integrate the system into the CMake build environment, refine the multithreading infrastructure in ITK to deliver better performance on parallel processing machines, support pipelining of all data types, integrate the FEM subsystem with the mesh data objects, and support automatic wrapping of the library into the Java programming language. Kitware, Inc. has been performing the required services for the past three and a half years under the current contract. This requirement represents a continuation of the services they are currently providing to the NLM. By virtue of their expertise and experience gained through their development and implementation under the current contract, Kitware, Inc. is uniquely qualified and the only source capable of carrying out these required services in the required time frame and without duplication of cost to the government and undue delays. This notice of intent is not a Request for Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to Kitware, Inc. without full and open competition is planned. See Numbered Notes 22 and 26.
