Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA plan to procure by other than full and open competition, from BAE Systems Information and Electronics Systems Inc., Nashua, NH, contractor engineering and technical services (CETS) to support highly complex, sophisticated special test systems that support EA6, AV8, F14 and F18 aircraft, specifically AN/USM-458 (as used in ALF-67 and ALQ-126B testing), J4301 (ALR-67 TPS) and AN/USM-406 and OEWTPS (as used in ALR-67 and ALQ-126B testing). The object of the CETS is to elevate the technical skills and abilities of military personnel responsible for operation and maintenance of the identified equipment, to the level of self-sufficiency. The requirement is for an estimated 420 man months of effort to provide to various fleet and shore activities, information, instruction and training to Navy personnel to install, operate and maintain the identified equipment. The services provide direct support to squadrons, with the contractor capable of solving complex and intricate equipment problems without hesitation. Inability to do so would cause severe reduction in operational readiness. The contractor must be capable of diagnosing and correcting problems, which keep equipment in a ?down? status. In order to perform these services, access to the technical database for the identified equipment in its current configuration is essential. BAE is the only source with access to the database in its must current configuration, and possessing the technical support capability and familiarity with the systems, to perform in accordance with the Statement of Work and to develop technical solutions to problems not readily resolved in the field. As a result of on-going modification, lack of trained personnel and design data for equipment in multiple configurations, this support can only be obtained from the OEM. BAE designed, developed and manufactured the identified equipment and is the only source available with requisite technical data and specific technical knowledge of the equipment to adequate perform the requirements of the contract. The period of performance will be 1 Oct 2003 through 30 Sep 2004, with four twelve-month option periods, for a total contract period of performance of 60 months if all options are exercised. Any resultant contract will contain the clause at FAR 42.217-8, Option to Extend Services. The offer must have complete and detailed information that include the total number of employees and professional qualifications of personnel specifically qualified in the product identified; an outline of previous CETS efforts including specific services previously performed or being performed in the identified equipment; specific resumes of representatives detailing their qualifications and any other available descriptive literature.
