Description
The National Institute of Standards and Technology (NIST) Time and Frequency Division has a requirement for a pseudo-random phase code spread spectrum modem to be used for Two-Way Satellite Time and Frequency Transfer (TWSTFT). The modem will be used for international time transfer among national timing laboratories according to the standards of the Bureau International des Poids et Mesures (BIPM). Therefore the modem must be compatible with the MITREX codes. In addition it must have phase code chip rates of 0.5, 1.0, 2.5, 5.0, 10.0 and 20.0 Mchips/s. It must be upgradeable to a dual receive channel capability along with the ability to measure the carrier phase relative to a 5 MHz external reference. Additional requirements are: (1) precision frequency counter with resolution of 1 mHz, (2) nominal 70 MHz input and output frequency, (3) Tx and Rx frequency agility of +/- 18 MHz, (4) LAN interface via TCP & UDP including remote monitoring and control, (5 ) NTP date and time-code interface, (6) 500 Mbyte hard disk , (7) 5 or 10 MHz reference frequency input, and (8) operate from 110 VAC, 60 Hz. The modem must have a proven ability to support time transfer with a 200 picosecond stability (TDEV) at a 2.5 day interval using the 2.5 Mchip/s codes consistent with the requirements of the BIPM standards for TWSTFT. Our equipment upgrade schedule requires a delivery time of no more than 12 weeks ARO. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. The qualifications statement should be submitted on or before July 7, 2003.
