Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will NOT be issued. (ii) RFQ-CAZ-03-055, this solicitation is issued as a request for quotation (RFQ) and one award will be made on a fixed price basis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 with corrections dated June 3, 2003. (iv) This is a total small business concern set aside under NAICS Code: 423810, Construction and Mining (except Oil Well) Machinery and Equipment Merchants Wholesalers. The small business size standard for this NAICS Code is set at 500 employees or less. (v) BID ITEM (1): Skid Steer with tracks. Net horsepower of 57 minimum, Hydraulic pump capacity of 25 GPM, Ground Pressure of 3.5 psi, and Tipping load of 5700 lbs. (vi) Additional requirements bid item (1): Enclosed cab (ROPS) with door (polycarbonate), heater, washer wiper with headliner. Debris barrier for cab. Horn and backup alarm. Parking brake sufficient to hold machine. Key starting/ignition. Three (3) inch seat belt. Proportional hydraulics. Self leveling bucket. Lifting eye that will easily handle the weight of the machine. Parts and instruction manual. Heavy-duty bucket that is slightly larger than the tracks. Tracks at 18-inch minimum. High lift arms. Engine heater. Front and rear work lights with warning beacon. Seat suspension. Sliding side, top and rear windows. In cab quick coupler system. Hand controls for operation of the machine. Auxiliary hydraulic controls. (vii) Desired delivery date for the requirement is July 15, 2003. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation-Commercial Items is applicable to this acquisition. Additionally the following evaluation criteria will be considered during the contract award process: price, technical offer, warranty, and delivery time. (x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This provision is provided to the offeror online at http://www.arnet.gov/far/ or on Federal Business Opportunities at http://www.fedbizopps.gov/ at the USDA, Forest Service location: R-2/RMRS Central Administrative Zone, Fort Collins, CO. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) The following Numbered Notes are applicable to this solicitation and the ensuring contract: 1 (one). (xiv) Offers are due by 4:30 PM (Local time of Mountain Standard) on MONDAY, JUNE 30, 2003.
