- Eglin AFB FL has a requirement to Replace Bridge at Range Road 200 and Rocky Creek, Eglin AFB FL. The NAICS code for this requirement is 237310 and the size standard is $28.5 million. The acquisition is UNRESTRICTED in accordance with the Small Business Competitive Demonstration Program. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with AFR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes, but not limited to, furnishing all plant, labor, equipment, and materials and performing all operations in the removal of the existing timber bridge and associated pavement, and the design of a new bridge across Rocky Creek on Range Road 200 on Eglin AFB, FL. The existing bridge is badly deteriorated, and has been closed to traffic. In conjunction with the design of the new bridge is the stipulation that the existing bank fill cross-sectional area beneath the bridge be reduced to between 200 and 210 square feet from its current 421 square feet. This will result in a bank full width of 45 feet in lieu of the current width of 72 feet. The new bridge and associated civil design is intended to restore the floodplain flow across the road by including culverts in the road fill from the new bridge abutments outward. It is hereby noted that there are several existing utility lines that extend overhead across the creek as well as in conduit attached to the bridge and under the creek bed itself. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications. Performance period is 120 calendar days. Estimated dollar range is between $500K and $1M. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request For Proposal (RFP) will be available on the Federal Government Electronic Posting System (www.eps.gov) on or about 11 July 03. THE ESTIMATED PROPOSAL DUE DATE IS 11 AUG 03. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR data base will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. See Note 26.
