Description
This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is NHLBI-PS-2003-088, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2001-14. There are no small business set-aside restrictions for this requirement. This acquisition is being conducted under simplified acquisition procedures. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute intends to purchase the services of a consultant to perform as a Flow Cytometry Operator. The Flow Cytometry Operator shall have a BS degree and five (5) years of experience with flow cytometric cell sorting using a moflo cell sorter and assisting in analytical cytometry using FACSCalibur and CYAN flow cytometers. The knowledge of general laboratory operating procedures and safety is required. The work involves maintaining the daily operation of several flow cytometers with the ability to routinely sort cell populations with purite greater than 99% and perform sterile sorts without contamination. Perform high speed and 4-way sorting, and to use the single cell deposition unit. Perform flurochromes, immunostaining, and multicolor analysis of flow cytometric data as required. The Consultant shall be required to operate three (3) lasers, eight (8) color MoFlo cytometer, and perform a variety of cell sorting using the FACSCalibur and a CYAN cytometer. The operation of a Luminex cytometer may also be required. Assistance in the design and interpretation data from these cytometers and flow cytometric cell sorting and analysis, is also required. The Contractor shall report to the Government?s Project Manager and must possess the ability to work semi-independently and interact with a wide range of Research Investigators providing assistance in the interpretation of data. The services shall be performed at the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Division of Intramural Research (DIR), Clinical Research Program (CRP), Flow Cytometry Core Facility, located in Building 10, Bethesda, Maryland. Services are required for a one (1) year period beginning from the date of contract award. The North American Industry Classification Code is 561990 and the Small Business Size Standard is $6.0M. . The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The Offeror?s quotation will be evaluated on prior experience, education, the documentation of experiences in performing the requirements as stated above. The Offeror shall provide with its quotation a detailed outline of the Offeror?s experiences and qualifications in relation to the work to be perform. The Company name, contact name, address, and phone number of three (3) references performing the same or similar services. The Offeror shall submit cost proposal with a fixed loaded hourly, rate (bill rate) for the twelve (12) period of performance for this requirement. It is anticipated that the Offeror will be paid the bill rate for the actual hours work. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the Offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. An award will be made to the lowest price, technically acceptable offeror meeting the Government?s specifications. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions, applies to this Items is applicable to this acquisition. Interested vendors capable of furnishing the government with the services specified in this synopsis should submit their quotation to the below address. The quotation must reference ?Solicitation number? NHLBI-PS-2003-083. The quotation is due June 27, 2003, at 8:30 a.m. local prevailing time. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042 Bethesda, MD 20814-7902, Attention: Deborah Coulter. Fax quotations will only be accepted if dated and signed by an authorized company representative.
