- Description
- NASA/GSFC is hereby soliciting information about potential sources for mass data storage and distribution systems for the Solar Dynamics Observatory (SDO) Project of NASA/GSFC. SDO is the first mission under the Living with a Star (LWS) Program as part of the Sun Earth Connection. SDO will be made up of several instruments seeking to characterize the dynamic state of the Sun, thus enhancing NASA's understanding of the solar process and space weather. SDO is viewed as a follow on to the highly successful Solar and Heliospheric Observatory (SOHO) mission. SDO will be a three-axis stabilized satellite in a circular geosynchronous orbit of ~105 degrees longitude and having an inclination of 28.5 degrees. SDO will have a mission life of 5 years. SDO will provide a continuous downlink of high rate data (150-200 Mbps) stream. The science data will be decoded and electronically distributed to the Science Operation Centers in near-realtime. There will be a 30 day, (42Terabyte) data storage capability at the ground station for the purpose of buffering data in cases of equipment failure or other unforeseen problems on the ground. The various system components needed are as follows: A 42 Tbyte fault tolerant RAID system capable of storing files created from a continuous 150Mbps data stream. The system must be able to send data, over networks, to three separate sites at data rates of 72 Mbps, 55 Mbps and 2Mbps. This data will be continuous for a minimum of five years. In addition, if replays are needed, the system must be able to send data from the RAID without affecting the primary data flow mentioned above. Recommendations should include equipment for connecting the RAIDs to a network, (SAN, NAS, etc.), efficient file transfer protocols guaranteeing delivery at these data rates and a method for retrieving data from the RAIDs, over the network. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offeror's/vendors having the specialized capabilities necessary to meet or exceed the stated requirements are invited to submit information indicating the ability to perform all aspects of the effort described herein. Responses should describe in adequate detail the specific components/systems offerors/vendors could provide that meet the above requirement, including the current state of its development, types of interfaces, and expected performance. A rough block diagram of system implementation at the component level should also be provided. Responses should also address the operational reliability and robustness of components/systems approach. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). If you respond via regular mail or facsimile, please provide an electronic copy in Microsoft Word format in addition to the printed version of your submission. Technical and procurement related questions should be directed as described below: Technical Questions: Thomas G. Bialas - Address: Mail Stop 564.0, NASA/GSFC, Greenbelt, Maryland 20771; E-mail: Thomas.G.Bialas@nasa.gov; Phone: (301) 286-9748; Facsimile: (301) 286-1766 Procurement Questions: Kathleen Tennant - Address: Mail Stop 464, NASA/GSFC, Greenbelt, Maryland 20771; E-mail: Kathleen.M.Tennant@nasa.gov; Phone: (301) 286-9378; or All information received in response to this synopsis will be combined and used for government procurement and planning purposes. Sources are urged to describe their approach in enough detail so that NASA can plan for subsequent proposal opportunities for which proprietary information is appropriate. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A" [INTERNET ONLY (commercial product definition)]. If the requirement is considered to be a commercial-type product, please include information on customary practices regarding customizing, modifying, or tailoring of items to meet customer needs and associated costs. This synopsis id for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Mr. Thomas Bialas at the address indicated above, no later than June 26, 2003. Please reference SDO-04570-GFH in any response.
