Description
The IRS intends to acquire for the Treasury Dept. a complete and comprehensive Project Manager Training Program. The IRS intends to issue an RFP for a BPA type contract, for a base year and four option years, for a maximum of 600 course slots and 250 assessment instruments per year. The requirement includes: (1) Nationwide public offerings (a majority to be in the Wash. DC area) of a complete array of both Project Management and Contracting Management courses which teach the principles of the Project Management Body of Knowledge (PMBoK) based on those concepts and principles as propounded by the Project Management Institute (PMI). (2) Offerings of the same at Treasury sites in Wash. DC and elsewhere. (3) A Knowledge and Skills Assessment Instrument which has been validated for use as a tool to help in determining the skill level and training needs of those assessed. (4) College level credits. (5) Project Management Professional Certification. This procurement will be accomplished using FAR Subpart 13.5 procedures. The RFP will allow for full and open competition, and will be posted on the IRS Procurement web site (http://www.procurement.irs.treas.gov/) approximately 7 to 14 days after this announcement. It will be identified as "Project Manager Training Program." Neither a solicitation number or a closing date for offers have yet been established. Vendors shall download the RFP, and any subsequent amendments, from the IRS procurement web site. Paper copies of the RFP will not be sent out to vendors and should not be requested. It is the intent of IRS to award the contract NLT 9/30/03. (A pre-solicitation notice of an earlier version of this requirement was posted at eps.gov on 5/13/03, and is superseded by this announcement.)
