- Anticipated Issue Date: 7/09/03. COMBINATION FIRM FIXED-PRICE INDEFINITE QUANTITY MAINTENANCE AND REPAIR SERVICES FOR NAVAL WEAPONS STATION SEAL BEACH MILITARY FAMILY HOUSING, LOCATED IN ORANGE COUNTY, SEAL BEACH, CALIFORNIA. It is the intention of this Request for Proposal to obtain housing maintenance and repair services for Military Family Housing units located at Seal Beach, California. The period of performance is for a base period and two option periods. The services required include change of occupancy maintenance/custodial services, grounds maintenance, pest control/fumigation, refuse removal, street sweeping and various minor construction repairs of buildings and structures. Offerors are required to provide the necessary management to schedule and monitor services ranging from routine change of occupancy maintenance to after hours emergency trouble calls. The services to be provided are subject to the Service Contract Act and Davis Bacon Act wage rates. As stated above the solicitation package will be available on or after July 9, 2003. This is a 100% small business set aside -- only small business firms will be considered. The small business size standard is NAICS Code 561210, the concern and its affiliates cannot exceed an average annual receipt for the preceding three fiscal years of $23 Million. EFD Southwest intends to award without discussions, using FAR Part 15 competitive negotiation procedures. Award will be made to the responsible small business firm whose proposal conforms to the solicitation and offers the ?Best Value? to the Government, price and other factors considered. The contract will be awarded for a base period of not more than one year and two options with 1 or up to 12 months for each option. Proposals will be evaluated for technically acceptable lowest price; Factors 1, ?Experience and Past Performance? and Factor 2, ?Quality Control? will be of equal importance and Factor 3, ?Price? will be the deciding factor after factors 1 and 2 have been met. A pre-proposal conference and a site visit will not be scheduled. Interested parties can view the Seal Beach housing site on their own time and photos of the housing site can be downloaded from the Esol website. The Government reserves the right to reject any or all proposals at any time prior to award and to negotiate with any or all proposers. OFFORERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY EXCHANGES CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that the will be contacted or given an opportunity to qualify, discuss, or revise their proposals. Firms submitting proposals will not be compensated. Availability of the solicitation will be accessible through ESOL at "http/www.esol.navfac.navy.mil," on or after July 9, 2003. Time for receipt of proposal is scheduled for August 6, 2003 at 10:00 AM local time, sealed proposals should be addressed to NAVFACENGCOM Southwest Division, Housing Maintenance Contracts, Code 02R4, Attn: Contracting Officer, 3250 Transmitter Road, San Diego, California 92115-8254. It is the sole responsibility of the proposer?s to continually view the website for any amendments to this solicitation.
