Description
This is a Job Order Contract, Indefinite Quantity with fix cost for construction, alteration and/or repair and incidental design and engineering services included utilizing pre-priced guides and non pre-priced methods, separately and/or in conjunction with one or another established task order pricing. Work locations are for government facilities in the Atlantic Division, Naval Facilities Engineering Command Puerto Rico and Caribbean Areas. The contract term is for a base period of twelve months with two optional periods of twelve months each. Option periods are exercised at the discretion of the Government. The guaranteed minimum quantity of work under this contract is $ 50,000. The estimated dollar value for this contract is $ 5,000,000 per performance period. The government reserves the right to exercise an option prior to the twelve months if the maximum amount of $ 5,000,000 is realized. The total duration of the contract will not exceed 36 months or $ 15,000,000. The anticipated Task Order Range will be in the range of $ 5,000 to $ 250,000. The maximum Task Order amount shall not exceed $ 1,000,000. The responsible offeror whose proposal, conforming to the request for proposal (RFP), will be most advantageous to the Government resulting in the best value for the technical factors and price will be considered for award. The weights of the technical factors are approximately the same as the price. All technical factors are equal in weight. The technical factors are as follows: FACTOR 1- Past Performance (Includes Prime Contractor and Subcontractors); FACTOR 2- Corporate Experience FACTOR 3- Small Business Subcontracting; Subfactor 3A- Performance in Utilizing HUBZone, Small Business, Small Disadvantaged Business, Women-Owned Small Business Firms in Previous Contracts; Subfactor 3B ? Participation of Small Business in the Performance of This Contract; FACTOR 4: Engineering and Design Support; Subfactor 4A-Engineering and Design Support Plan; Subfactor 4B- Past Design Experience. FACTOR 5- Construction Support; Subfactor 5A- Prime Contractor?s Key Personnel Subfactor 5B- Construction Support Plan; FACTOR 6-Safety; Subfactor 6A- Experience Modification Rating; Subfactor 6B- OSHA Lost Work Day Rate. The approximate Solicitation Release Date is 21 July 2003. This solicitation is available in electronic format. All documents will be in Adobe Acrobat PDF format via the Internet. Large businesses shall submit a subcontracting plan prior to award of the contract.
