Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. 701813B002 is issued as a Invitation for Bid (IFB). This acquisition and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. This is procurement is set-aside for small businesses, the North American Industry Classification System (NACIS) Code of 115310, with an annual revenue of $6.0 million or less. NOTICE: THIS SOLICITATION IS RESTRICTED TO THE LOCAL COMMUTTING AREA OF SOLDOTNA/KENAI, ALASKA AREA IN ACCORDANCE WITH MEMORANDUM FROM SECRETARY OF INTERIOR, GALE A. NORTON DATED APRIL 24, 2002. The following Line Items/quantities are applicable: 0001: Clear Access Trail; Quantity: .85 Miles; Unit Price:_______________ Lump Sum: ________________ (Service contract for mowing/chopping standing black spruce.) 0002: Construct Fuel Break (Mowing./Chopping) Quantity Min 150 Acres/Max 500 Acres: Unit Price:___________ Total Cost:___________________.(Service contract for mowing/chopping standing black spruce) 0003: Mowing/Chopping Standing Black Spruce: Quantity: 1 Acre; Unit Price:____________________ Total Cost:__________________.(Service contract for mowing/chopping standing black spruce. Minimum of 100 acres up to a maximum of 500 acres, this unit price may be used for additional work to the area beyond Line Item Number 0002. DESCRIPTION/STATEMENT OF WORK: BASIS FOR AWARD: Furnish all labor, supervision, equipment, transportation and all other incidental materials necessary to create a fuel break on the Kenai National Wildlife Refuge, near the community of Sterling, Alaska. Location and Description of Project Area: The project area is located within the Kenai National Wildlife Refuge on the Kenai Peninsula in south-central Alaska. The treatment unit is about seven miles east-northeast of the Moose River Bridge on the Sterling Highway in Sterling, Alaska. The Legal Description for the project area is: Latitude N60?34.5', Longitude W150?34', and T6N, R7W, Sections 29, 30, 31 and 32, Seward Meridian. The project area consists of flat to rolling topography typical of the western Kenai Peninsula. The access road traverses a glacial moraine and a series of ridges. The treatment unit is generally flat and is accessible/operable with high-flotation rubber-tired or tracked equipment. The treatment unit is a 500-acre stand of post-1947 fire regeneration - a dense, even-aged stand of fifty-year-old black spruce (Picea mariana). Tree diameters range from 1-6 inches and tree heights range from 10-30 feet. Occasional white birch (Betula papyrifera) are scattered throughout the stand. Mosses, lichens and low-growing shrubs generally dominate the surface vegetation. Accessibility: Access into the project area is north on Adkins Road at mile 76.8 of the Sterling Highway. Go approximately 1.4 miles on Adkins Road to the powerline/natural gas pipeline access road. Go east on the powerline/pipeline access road about ? mile to the point where the powerline and pipeline access roads diverge. Follow the natural gas pipeline access (left or north fork) about 1.5 miles into a large stand of aspen saplings. NOTE: There is a locked steel gate at the Refuge boundary. The powerline/pipeline access roads are accessible by four-wheel-drive only. Tractor-trailers or lowboys will not be allowed on the powerline/pipeline access roads. From the pipeline access road, access into the treatment area will be along a cleared overland trail. The treatment unit is about one mile north of the pipeline. Unit Boundaries: Treatment unit boundaries are designated with blue paint and/or blue flagging. The contractor shall be responsible for locating and adhering to the designated boundaries. Contractor's Responsibilities: The Contractor shall be responsible for cutting/mowing/crushing all specified trees/vegetation in the treatment unit and the access trail into the unit, and for all mobilization and demobilization. The Contractor shall furnish all necessary labor, equipment, fuel, supplies and materials necessary to: clear/construct the access trail and cut/mow/crush the specified vegetation in the treatment unit. The Contractor shall notify the Contracting Officer no less than 24 hours prior to beginning operations or clearing the access trail. The Government will work with the Contractor to locate the access trail from the pipeline to the treatment unit. Technical Specifications: The Contractor shall cut/mow/crush all trees and shrubs inside the unit boundary to lie within two feet of the ground. All trees shall be cut or separated from the stump. Trees shall not be pushed over, exposing the roots and mineral soil. The maximum stump height for all felled trees shall not exceed 12 inches, measured on the side adjacent to the highest ground, unless the Contracting Officer designates otherwise in writing. The Contractor shall cut and remove all trees and brush from the access trail between the pipeline access road and the treatment unit boundary. Cut trees and slash may be stored or piled along the edge of the cleared trail. Stumps shall be flush-cut, as close to the ground as possible, to allow four-wheel drive truck and equipment access along the access trail. All painted unit boundary trees shall be protected (not cut). Work shall be completed no later than September 30, 2003. Award will be made to the responsible offeror with the responsive, lowest priced bid that fully meets the requirements of the solicitation.
