Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB), plans on entering into a sole source contract with the International Agency for Research on Cancer (IARC), 150 Cours Albert Thomas, Cedex 08 Lyon, France. The European Prospective Investigation into Cancer and Nutrition (EPIC) is a multi-center prospective cohort study which was initiated in the mid 90's. The study was designed to investigate the relation between food, nutritional status, various lifestyle and environmental factors as well as the incidence and mortality from different forms of cancer. The EPIC Project is a two phase project which consist of: Phase I- establish infrastureture through the colleciton of data and biological samples, which spanned over most of the past decade; making it possible and timely to enter into phase two. Phase II - is required for the development of integrated research projects. Phase II will continue, within the same etiological and mechanistic study, food consumption and anthropometric data with genetic typing using stored DNA and phenotypic metabolic biomarkers in plasma, serum or blood cells. The IARC coordinating center owns the data sets of the EPIC cohort of 522,000 volunteers; making it possible to investiage even the rare cancers and most relevant, histological and molecular subtypes of common cancers. As of now, 21,000 newly incident cancer cases have been diagnosed and reported to the IARC coordinating center, and over 30,000 are expected to occur by 2005. The IARC will not release these data sets to any other organization and is the only source known to the NCI that can provide these services. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 2:00 P.M. EDT, on June 19, 2003. For further information contact Cynthia Brown, Purchasing Agent, (301) 402-4509. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
