Description
Under the Educational Technology State Grant (Ed Tech) program, Part D of Title II of the Elementary and Secondary Education Act, as amended by the No Child Left Behind Act (ESEA), the U.S. Department of Education awards formula grants to State educational agencies (SEAs) to support the integration of educational technology into classrooms to improve teaching and learning for all students. SEAs must use at least 95% of their allotments each year to award subgrants. SEAs must award one-half of the subgrant funds by formula to local educational agencies (LEAs), and the remaining one-half by competition to eligible local entities, which must include a high need LEA. Pursuant to section 9502 of the ESEA, States and LEAs are required to provide for the equitable participation of private school students, teachers, and other educational personnel in the Ed Tech program. Because the Missouri Constitution and related court rulings preclude the State and its LEAs from providing such equitable services, the Department will arrange for these services through a by-pass contract pursuant to sections 9502 through 9504 of the ESEA. The contractor will provide services as provided in section 2416(b) of the ESEA, subject to the restrictions in Title IX of the ESEA This award will be a cost plus fixed fee. Anticipated issue date: July 1, 2003, closing date July 31, 2003. Requests for copies of RFP ED-03-R-0017 may be made by telephone, mail, telegram, internet or in person.
