- Description
- Description This is an amendment to the Presolicitation Notice for Solicitation Number NRCS-WY-03-12 for architect and engineering services throughout the state of Wyoming. Responses are due to the Contracting Officer at the NRCS State Office in Casper no later than July 2, 2003. The work shall consist of providing engineering services to Environmental Quality Incentive Program (EQIP) participants. All potential providers must be listed on the Technical Service Provider self certification list by time of award. Information on placing your firm on this list can be found at: http://techreg.usda.gov/ NRCS has identified a need to provide engineering services. The projects are distributed throughout Wyoming. Services to be provided may include but are not limited to site investigation, surveying; hydrology; hydraulic design; structural design; soil mechanics design; preparation of construction drawings and specifications; construction site layout; construction inspection and certification of completed projects. The types of engineering practices covered in this solicitation may include but are not limited to irrigation systems, dams, wetland construction, stockwater pipelines, irrigation pipelines, stockwater storage, water wells, agricultural waste storage, spring developments, irrigation canals and ditches, irrigation diversions, structures for water control, irrigation water pumping plants, streambank protection, and irrigation land leveling. All services shall be provided in accordance with applicable NRCS policy and criteria. NRCS National Engineering Handbook References can be found at the following website: http://www.nrcs.usda.gov/technical/ENG/, Interested parties should submit 3 copies of their SF 254 and SF 255 to the Contracting Officer by July 1, 2003 as well as any information that will assist the A&E Evaluation Board with their evaluation on the selection criteria. The selection criteria are: 1) Professional Qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required.; 3) Capacity to accomplish work in required time; 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and 5) Location in the general geographical area of the project and knowledge of the locality of the project. It is anticipated that one or more Indefinite Delivery-Indefinite Quantity (IDIQ) contracts will be awarded for one base year with two one year options. It is anticipated that any resultant contract will be for a minimum of $100,000 minimum for the base year and each option year if the option is exercised. The maximum contract value for the base year is anticipated to be $400,000. Contract delivery orders will be issued on an as-needed basis by the contracting officer.
