- The Fleet and Industrial Supply Center, Puget Sound (FISCPS) has a requirement for Puget Sound Naval Shipyard (PSNS) to provide for the following Stud Weld Material in various sizes: 1.375 inches long before welding with arc shields, QTY 4500; 1.500 inches long before welding with arc shields, QTY 1320; 2.000 inches long before welding with arc shields, QTY 400; and 2.250 inches long before welding with arc shields, QTY 25. Each stud weld will be 0.500-13UNC-2A x (various sizes previously noted) stainless steel 316L, and in accordance with MIL-S-24149/3-71 (MOD); type 5, Class 1, Style B. MOD is 316L, Level C. All stud welds shall be Mercury Free. Required delivery date is 1 September 2003 with FOB Destination shipping terms to PSNS. The procedures of FAR PART 12, Commercial Acquisition will be utilized. The Government foresees a Firm Fixed Price Supply type contract. This is 100% small business set-aside. THE GOVERNMENT ANTICIPATES THAT FINAL NEGOTIATED PRICING WILL BE THROUGH A REVERSE AUCTION. All responsible sources may submit a bid, proposal or quotation that shall be considered by FISCPS. After an initial evaluation of proposals, FISC Puget Sound intends to conduct an on-line, anonymous, competitive reverse auction to be facilitated by a third-party reverse auction provider. Procuri.com (http://www.govauctions.procuri.com). This is a private reverse auction and only those offerors who are deemed to be technically capable of providing these items will be invited to participate in the on line reverse auction. In order to establish a competitive range, offerors are required to submit initial pricing and technical capability statement prior to the closing date of this Request for Quotation. Notwithstanding the fact that the government intends to conduct a reverse auction in order to establish final pricing, the government reserves the right to award on initial offers as submitted. Submission of a quote in response to the solicitation will be considered consent by the offeror to reveal their prices in anonymity during the reverse auction. At the conclusion of the reverse auction, the Government intends to award the contract to the eligible, low-priced, responsible offeror. Auction instructions may be obtained at procuri.com. The third party reverse auction provider has developed and on-line, easy to use, browser-based application to dynamically set prices for the procurement of goods and services. A complete description of the application may be accessed by clicking on the Company Information, Registration, Our Services and Usage Guidelines links from the procuri.com web page. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link, www.neco.navy.mil. It is anticipated that the RFQ, will be issued on or about 17 June 2003, with offers due on or about 30 June 2003. All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFQ from this website (WinZIP or other unzipping software is required) and to frequently monitor that site for any amendments to the RFQ. Interested parties may utilize www.fedbizopps.gov and request an E-mail notification by clicking on the FedBizOpps Vendor tab then Acquisition Notification Service then Register to receive notification by solicitation number. By registering with this service, you should receive notification as to when the solicitation has been uploaded to the NECO website. PLEASE NOTE: FISC PUGET SOUND DOES NOT GUARANTEE THIS NOTICE. OFFERORS ARE STILL RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION ON THE NECO WEBSITE. No telephone or fax requests for the RFQ package will be accepted. An email request to brian_r_begley@puget.fisc.navy.mil will be accepted only in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations or quotes and associated amendments prior to the date and time set for receipt of proposals or quotes may render your proposal or quote nonresponsive and result in the rejection of same.
