- POC Contact Points: Ms. Margaret Dula, Contracting Officer, or Ms. Mona Beshai, Acquisition Specialist, USAID/Egypt, Tel: (011-20-2)522-6926, Fax:(011-20-2)516-4739, e-mail: mdula@usaid.gov or mbeshai@usaid.gov The U.S. Agency for International Development in Egypt is contemplating the award of a contract on a cost Plus Fixed Fee (CPFF) Completion basis for a warehousing-related program referred to as the Warehouse Management Services for USAID/Egypt. The RFP will be available o/a July 01, 2003, and the RFP shall state when proposals are due. The contract will be awarded initially for two (2) years with three one year renewable options subject to availability of funds, satisfactory performance and approval by USAID/Egypt. The effective date of the contract will be January 1, 2004, and the contract will be incrementally funded. Because the contract will be funded from Operational Expense funds, either a USA (000) or Egyptian firm (935) can submit a proposal, as per FAR 25.302(b)(8). The incumbent firm will be allowed to submit a proposal. The RFP will provide detailed information on the current warehousing activities. The current contract does not include any overseas hire expatriates; i.e. the staff is only local hire expatriates and Egyptians. The RFP will include a copy of the USAID Automated Directive Systems (ADS) 535 Real Property Management Overseas. The proposed contract is for a package of expendable and non-expendable property management services in accordance with ADS 535 and other applicable USAID regulations. The proposed contract shall provide warehousing- related services for the Mission's residential units and the USAID/Egypt office facilities. The warehouse facilities and about 95% of the work is scattered around the Cairo area, while a few residences and a small office in Alexandria are serviced from the Cairo warehousing operation. Generally, the proposed contract is to provide for supervision, labor, tools, equipment, administrative support, transportation and all other services needed to receive, unload, pickup, deliver and to effect minor repairs to USAID/Egypt-owned furniture, furnishings, supplies, appliances and equipment in support of the USAID/Egypt office complex and residences. The Contractor will be responsible for providing record keeping support for the management and accountability for all USAID/Egypt owned equipment covered above. USAID/Egypt is currently transitioning from a proprietary software program for NXP/EXP property items to the BARSCAN commercial software program for the management and accountability of all USAID/Egypt owned equipment and supplies.
