- SUBJECT: Request for Proposal for J2EE Technical Consulting Services, RFI/RFP No. F01620-03-R-0015 1. HQ SSG/ST, on Maxwell AFB-Gunter Annex, Alabama, has determined a requirement exists which may fit the type of advisory and assistance services Information Technology Service Program II (ITSP II) provides. A Request for Information (RFI) for this requirement was posted to HERBB on 22 Mar 03. The final Request for Proposal (RFP) has been finalized and all ITSP II firms are requested to provide a competitive offer under the terms and conditions of your ITSP II Blanket Purchase Agreement (BPA). We invite you to submit a competitive cost proposal, a technical solution and Performance-Based Statement of Work (SOW) in accordance with this request. Award will be made on a best value basis. Discounts are strongly encouraged. The Government reserves the right to award without discussions. 2. A final Statement of Objective (SOO), Systems Description, National Industrial Security Program Supplemental Attachment, Contract Data Requirement Lists (CDRLs), and Additional Clauses which will apply to this labor hour task order are forwarded to you for preparation of a cost and technical proposal for the subject requirement 3. This anticipated labor-hour task order will consist of the following periods of performance: Base Period: six months from date of award, with four six-month option periods. The option periods will be evaluated in accordance with FAR provision 52.217-5, Evaluation of Options. 4. The best value criteria identified in the attached Statement of Objectives will be used to evaluate each offeror?s proposal. These best value criteria are listed in the order of importance determined to provide the ?Best Value? to the Government. 5. When preparing your quote, your labor categories, numbers of labor hours you propose, and labor prices shall be clear and be based on your GSA schedule/ESC BPA. However, you may discount your prices. The number and type technicians and/or specialists needed to fulfill this work shall be your choice based on your strategy to perform. Your proposal should specify any related incidental costs you feel are necessary to be part of this task order. 6. Your response should reflect your ability to fulfill the requirements of the task relative to the criteria in the SOO because your offer shall be evaluated on the elements stated in the SOO. Your technical proposal may not exceed 15 pages. The 15 pages include all the following except title page, table of contents, resumes, and cost proposal. No attachments will be accepted. a. Adequate information to address the evaluation criteria as set forth in the SOO. b. A proposed Statement of Work (SOW) that addresses all requirements within the SOO (with exception to the evaluation criteria in paragraph 10) and is written using Performance Based language, and containing performance measurements and metrics, is to be used for award of the task order. c. A list of deliverables. d. A position description of each labor category proposed. e. The proposal shall be typed in 10pt or larger Times New Roman font. Page margins shall be one-inch sides, top, and bottom. 7. Please respond by 3:00 p.m. (Central Time), 20 Jun 03. All responses to the RFP should be sent electronically to Sonya.Schiller@gunter.af.mil and dennis.ratlief@gunter.af.mil. Your adherence to this time schedule is important so that the project can be awarded to accommodate the customer. If your company does not anticipate submitting a quote for this requirement, please forward a response as such, electronically, to the individuals in paragraph seven (7) of this letter. 8. Please submit all questions and proposals in response to subject RFI Number to the following individuals via email Sonya.Schiller@gunter.af.mil and dennis.ratlief@gunter.af.mil.
