- The U.S. Environmental Protection Agency (EPA), Office of Pollution Prevention and Toxics (OPPT), Risk Assessment Division (RAD), is conducting a Sources Sought for information purposes only, (this is not a Request for Quotation). Under North American Industry Classification System Code 541620, " Environmental Consulting Services". The Size Standard in number of employees or millions of dollars is $6.0. The EPA is in search of Small Businesses to provide Health and Environmental Assessment and Document Processing Support for New and Existing Chemicals and Products of Biotechnology to fulfill the requirements of the Toxic Substances Control Act (TSCA), Sections 4, 5, 6, 8 and 21 and any other Executive Order or legislative requirements in support of the Office of Pollution Prevention Regulatory Development. Firms or contractors shall have expertise in health and environmental sciences, including biotechnology and bio-statistics, to perform hazard and exposure assessments at the screening level; review data and reports from health and environmental studies and perform hazard assessments and risk assessments and characterization of new and existing chemicals ranging from screening level to in-depth assessments; perform expert analysis of science issues and questions; conduct workshops/workgroups/symposia using nationally recognized experts; provide presentation materials 35-mm slides, overheads, and camera ready graphs and figure; provide automatic data processing support in designing and maintaining tracking systems for data submitted to the Agency and for OPPT evaluations and dispositions decisions; support preparation of revisions of test standards and guidelines. Expertise in all health and environmental scientific disciplines, including environmental exposure and fate, as well as in data base system design and development will be required to perform work assignments under the anticipated contract. TSCA CBI clearance is required. Some work may be performed on-site. Basic level of effort in any twelve (12) month period averages 31,912 professional hours with an average of up to 15,018 professional hours in options contemplated. . Contractors shall demonstrate their abilities by providing information where they have successfully performed Health and Environmental Assessment and Document Processing Support for New and Existing Chemicals and Products of Biotechnology, their ability to staff a mix of technical personnel who have experience in Health and Environmental Assessment and Document Processing Support for New and Existing Chemicals and Products of Biotechnology , and their knowledge of TSCA.
