Description
The Dahlgren Division, Naval Surface Warfare Center, Dahlgren, Virginia intends to award, on a sole source basis, a purchase order for twenty (20) each custom designed cylindrical stainless steel storage tanks and two (2) custom designed test stands for Petroloum/Oil/Lubricants (POL) storage to the J. Smith Machine Shop Inc.(dba Island Engineering), 153 South Main Street, Freeport, New York, 11520-3845. Tank Engineering Requirements: Cylindrical stainless tanks shall be used for storage of new and used bulk fuels/pol. Both vertical and horizontal stands shall be used to support tanks in field and pol storage area locations. Tanks shall have nominal wall thickness of 0.0937 inches, nominal end thickness 0.0780 inches, and be 33.938 inches in length with an outer diameter of 34.65 inches. Cylindrical tank bodies shall be constructed of 2205 grade stainless steel using rolle d and seam-welded seams to prevent rupture during handling and lifting of fluid filled tanks. Tank ends must be cut using only mechanical lasers or water jet methods to minimize the heat-affected zone. No plasma cutting is allowed within one/half inch of finished material dimensions. Disks shall be welded to the cylindrical tanks. All welds shall be of sufficient strength to prevent rupture during handling and lifting of fluid filled tanks when in the vertical or horizontal position. All welds shall be made using TIG welding methods and be in accordance with SS205 duplex and A5.9 ER2209 filler alloy. Volume (storage capacity) shall be 138.5 gallon or approximately 1,028 lbs. at the fuel density of kerosene. Tanks shall have openings that serve as drain/fill ports to allow filling/draining of the tank in both the vertical and horizontal positions. Openings shall be leak/ burst proof during handling/transportation. Openings shall be designed to be opened/closed with standard hand tools, and be constructed of 316 stainless steel. Lifting lugs shall be provided on the storage tanks to allow lifting in both the vertical and horizontal positions. Material selected and fixturing method shall allow for 2.5 X SF to prevent separation from parent tank during lifting/movement by crane operation. Any deviation or proposed waiver from this requirement must be approved by the contracting officer in writing. Safety Assurance: Finite element analysis or other suitable structural analysis shall be performed for the design and fabrication method proposed for the tank and associated hardware to insure integrity, safety margin, best materials, and manufacturing processes. Test Stand Engineering Requirements: Test stands shall be manufactured of tube st eel of sufficient strength to support surrogate tank in both the vertical and horizontal positions. Minimum height shall be 36 inches from ground level. Width shall be 39.5 inches. The test stands shall allow both horizontal and vertical orientation of the tank. The vertical orientation must provide means of ensuring the centering of the tank on the stand. Additional support must be provided to prevent rolling and to provide additional support for the horizontal position. Blockage of center (view)portion of the tank must be avoided and kept to a minimum. Safety assurance: Structural analysis shall be performed and provided for the design and fabricated method for the stand and associated hardware to insure integrity, safety margin, best materials, and best manufacturing practices are employed. Deliverables: twenty (20) tanks. two (2) test stands. Mechanical drawings in electronic format of proposed, preliminary, and final designs of tanks and stands shall be provided for government review and approval. Files shall be in DXF, DWG, or RHINO format that may be viewed using STANDARD CAD, GRAPHICS, or DRAWING SOFTWARE PROGRAMS. Safety Documentation: records, reports, or suitable documentation of finite element analysis and structural analysis of the tank and stand designs shall be submitted for approval. this award will be made using simplified acquisition procedures under Far Part 13, Reference Number N00178-03-Q-3029. Required delivery of first five (5) tanks and two (2) stands on or before 07 July 2003. Delivery of remaining fifteen (15) tanks required prior to 04 August 2003. Pricing shall include prepaid shipping, FOB destination to ATK THIOKOL PROPULSION, Mail Stop 244, 9160 North Highway, Corinne, UT. The government will not issue a separate request for quotation (RFQ) for this procurement, and will be awarded on an all or nothing basis. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12 dated 27 January 2003 and DFARS change notice dated 14 February 2003. North American Industry Classification system Code is 332721 with a size standard of 500. DPAS rating is DO-A7. Parties expressing an interest in this sole source acquisition must be able to substantiate engineering, safety, cad capabilities, and bu siness related ethics and business processes capabilities including suppliers standard commercial warranty terms and conditions offered for all sales. Anticipated award date is 15 June 2003.
