Description
NA The John A. Volpe National Transportation Systems Center has a requirement for a task order contract to perform a wide range of technical work related to analyzing, developing, implementing, and evaluating aviation regulations projects. These tasks may involve work in some or all of the following technical areas: requirements studies; concept definitions; regulatory background research; and evaluation of proposed regulations or rulemaking activities. The estimated release date of the solicitation is June 20, 2003. Proposals will be due approximately 30 days following the issuance of the solicitation. A competitive solicitation will be issued as a 100% Small Business Set-Aside. The Contractor shall provide the necessary personnel, facilities, service, equipment, and materials to perfo rm those activities which are applicable to and called for specifically under each Task Order (TO). TOs may be issued for any of the following task areas: Task Area 1 - supporting regulation development and implementation activities by producing draft Exemptions, Advisory Circulars, Notices of Proposed Rulemaking (NPRMs), Final Rules, manuals, and handbooks for FAA staff at Headquarters, Regional Offices, and other Federal agencies, as appropriate; laying out steps in the regulatory process; preparing feasibility studies and development specifications; developing implementation strategies including methods for consideration of inputs from the aviation industry, Congress, and the public during the rulemaking process; and by preparing guidelines for the regulated entities explaining the r ulemaking process in general, the internal workings of the FAA, and the best ways that industry can make its case for regulatory change; Task Area 2 ? Conducting evaluations of regulatory processes (i.e., exemptions, deviations, waivers) including an assessment of benefits; Task Area 3 ? Developing methodologies for improving the process of researching regulatory issues (i.e., identify types of records needed, level of detail needed, and the necessary indexing) and conducting selected studies; and Task Area 4 ? Conducting analyses of various aviation safety issues. An Indefinite Delivery/Indefinite Quantity type, Cost Plus Fixed Fee (CPFF) (term/completion), and Firm Fixed Price (FFP) task order type contract is anticipated for a five year effort. The estimated Level of Effort is 50,000 hours. A single award is planned. The applicable North American Industry Classification System (NAICS) code is 488190. The size standard is $6.0 Million. The solicitation and any documents related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server, which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation?s posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the G overnment with an accurate and complete e-mail address lies with the Contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Paper copies of the solicitation and/or amendments WILL NOT be issued. The Department of Transportation (DOT) has a bonding assistance program available which enables minority, women and disadvantaged business enterprise firms to obtain bid, payment, and performance bonds with a guarantee up to 80 percent against losses. In addition, a short-term loan program is available to provide working capital at the prime interest rate.
