- SYNOPSIS/SOLICITATION In order to assist its disaster support mission, Federal Emergency Management Agency* (FEMA) agents in a number of dedicated response centers receive calls on a general 800 number from the disaster stricken public. The agent takes information from the disaster victim, then transcribes the information required to apply for disaster assistance. If an agent services a caller who speaks a language that the agent is not directly capable of understanding, the agent must have immediate access to an interpretation support service. The FEMA agent can then establish a three-way conference, including a representative from the support service able to interactively translate the conversation. One of the most specialized and high priority aspects of this requirement is the ability to handle calls made by the linguistically diverse residents and potential disaster victims of the United States and its territories. Since the birth of FEMA?s 800-disaster response system, the agency has encountered more than 83 languages (Appendix A of the Performance Work Statement). FEMA must have a reliable source of contract language services support. The historical usage patterns of FEMA disaster relief hotlines (Appendix B of the Performance Work Statement) are subject to both high volumes and extreme fluctuations. The contractor providing translation support must be capable of providing service subject to these demands on a continuous twenty-four hour a day basis. The successful contractor shall have the capability to handle a minimum of 700 calls per day. Offerors shall submit pricing on a per minute basis. For a useful method of comparison, 545,000-minutes per year will be used in the price analysis of proposals received. This is only an estimate ? it is not a guarantee that this many minutes per year will actually be required. The minimum guarantee for this contract is 30,000 minutes. The maximum for this contract is 4,500,000 minutes. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation Number EMW-2003-RP-0025 is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. (iv) This acquisition is being offered for competition limited to 8(a) businesses. The applicable North American Industry Classification Systems (NAICS) code is 541930, with an associated size standard of $6.0 Million in average annual receipts for the three preceding fiscal years. (v) An Indefinite Delivery Indefinite Quantity (IDIQ)/ Firm-Fixed Price Task Order type contract is anticipated with a single award. This contract will be for a Base Period and four (4) Option Periods, each period consisting of twelve (12) months. (vi) The contractor shall provide on-demand telephonic interpretation services in accordance with the Performance Work Statement. (vii) Date(s) and place(s) of delivery will be specified in individual Task Orders, and shipped FOB destination. (viii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) technical approach (b) technical capability of the service offered to meet the Government requirement; (c) quality assurance and control; (d) personnel; (e) past performance; and (f) price. These factors are listed in descending order of importance. All technical and past performance factors, when combined, are more important than price. Subfactors within each factor are of equal importance. A detailed description of the technical evaluation factors is attached to this solicitation. (x) The Offeror shall submit at least three past performance references for projects/contracts similar in scope, complexity, and size as this RFP. Past performance information must include updated reference name, company name, phone number, address, project/contract number, period of performance of reference project/contract, statement detailing similarity between reference project/contract and the services being procured under this solicitation. Offeror may submit information regarding any problems encountered on the referenced contracts and any corrective actions taken. Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance. (xi) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, must be included with the proposal. (xii) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this procurement. Place of Performance Unknown applies to this procurement. There is no wage determinations attached to the solicitation. Offerors may request any necessary wage determinations from the Contracting Officer prior to submitting its proposal. (xvi) The clause at 52.217-9, Option to Extend the Term of the Contract, applies to this procurement. (xvii) There are no additional contract requirements, or terms and conditions applicable to this procurement. (xviii) The Defense Priorities and Allocations System (DPAS) is not applicable to this procurement. (xix) There are no applicable Numbered Notes for this procurement. (xx) The Government reserves the right to make award without discussions and to make award based on initial proposals. (xxi) Proposals are due no later than 3:00pm on Thursday, July 3, 2003.
