Description
NA DESC: This action is 100% Full & Open competition. Solicitation will be released on or about June 16, 2003. USA Aviation & Missile Command (AMCOM) proposes to procure Replacement/Surrogate Foreign Ground Hardware, System Modifications/Analysis, Spare Pa rts and Manuals to support the following sample of ground target systems: Main Battle Tanks (T-54, T-55, T-62, T-69, T-72, T-80, T-90, MTLB, BTR-152), Tracked Ambulance (YW 531, YW 750), Fighting Vehicle Systems (BMP-1, BMP-2, BMP-3, BMD-1), Armored Person nel Carriers (BTR-60, BTR-70, BTR-80, BTR-90, UR416, V-150, VTT323, PT-76, BRDM-1, BRDM-2, PRP-3, PRP-4M), Motars (2S4, M-240), Guns (2S5, 2S7, 2S19, 2S31), Howitzers (2S1, 2S3, 2S23), Air Defense Systems (ZSU 23-4, SNAR 10, ARK-1M, BL-904, IL-219, IL-220U ), Trucks, (GAZ-66, GAZ-3937, ZIL-157, ZIL-131, URAL-357D, URAL-4325, URAL-4320, KMAZ-5350, MAZ 543, 9T234-2, GAZ-77), Multiple Launch Rocket Systems, (FROG-7, SCUD A, RM-70, BM 11, SCUD B, SCUD C, ASTRO, SSC-3, BM 21, AA R440, SMERCH). - A copy of a Dual- Use End User Certificate (import approval from U. S. Government) and Export License from a Soviet Block country (aka Confederation of Independent States (CIS)), experience importing and exporting through CIS countries, ability to fabricate (or have fabrica ted) foreign vehicles is required. - A Firm-Fixed-Price, Indefinite Delivery, Indefinite Quantity Contract with Multiple Awards. - Replacement/Surrogate Hardware Systems fall into one of six categories i.e. Tracked Vehicles, Wheeled Armored Vehicles, Self- Propelled Guns, Rear Area Support Vehicles/Trucks, Multiple Rocket Launchers, and Miscellaneous Hardware. Spare parts will be procured in lots or individually from date of contract award through 60 months. - System Modification/Analysis may include modific ation of existing Government hardware (add/remove subsystems or components such as reactive armor, camouflage netting fire controls), modification of surrogate hardware (enhancement of signature emulation capabilities and/or reconfiguration to represent a modified version of the threat), signature analysis (visual, acoustic, radar, infrared, magnetic) or other analysis (mobility, functional analysis of vehicle capabilities). - FOB destination. - Inspection and acceptance is at destination. - All responsible sources will be considered. - Offerors should be registered in the Central Contractor Registration (CCR) database and should possess a valid Contractor and Government Entity Code (CAGE Code).
