Description

NA Construct the 204th Security Forces Squadron (SFS) for the Texas Air National Guard to be located at Biggs Army Airfield, Fort Bliss, El Paso, Texas. The 48,352 square foot requirement will consist of three separate facilities. The first is the squadron general function facility. The facility will house the unit's administration, conference room, an education and computer training wing, the squadron operations wing, the squadron supply high-bay warehouse area and the combat arms training area consisting of maintenance (CATM), combat arms training systems (CATS), small arms class A vault, and multi use latrines, lockers, break areas and a covered exterior maintenance and breakdown areas. The second facility houses the vehicle maintenance and administratio n funtion. The space incorporates several maintenance bays to include a welding area. It also has areas to store hazardous and non-hazardous material and products. The third facility is a 2,500 square heavy foundation foot vehicle carport that is suppor ted with security fencing, electrical and a public address system that is tied into the other facility. The area also includes personal parking areas with street lighting, loading and off loading areas, flatwork and landscaping. The project also has a nu mber of Bid Options available. The estimated cost range of this project is between $5,000,000.00 and $10,000,000.00. The estimated solicitation issue date is June 17, 2003. Proposal closing date is July 17, 2003. Past Performance information closing da te is July 3, 2003. A firm-fixed price contract will be awarded. This project is being procured on an UNRESTRICTED basis in accordance with the Competitiveness Demonstration Program, however, small businesses, veteran-owned businesses, service-disabled v eteran-owned businesses, HUBZONE Small businesses, small disadvantaged businesses are encouraged to participate. The North American Industry Classification System (NAICS) Code is 233320 and the Size Standard for Small Businesses is $28.5 million annual re ceipts for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The solicitation package will be issued via the web only. All amendments, site visit minutes and ques tions will be posted on the web. Perspective offerors must register at the web site. There is no charge for the plans and specifications, which will be available at web site http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All co ntractors and subcontractors interested in this project must register at the site. Prime contractors must be registered in the Central Contractor Registration at: http://www.ccr.com to be eligible for award. The contract will be awarded under Source Sele ction procedures specified in the solicitation. Evaluation factors include price, Past Performance and Technical requirements to include, but not limited to, the proposed work schedule in CPM format. There will be a prepoposal conference tentatively sche duled for July 2, 2003.
