- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-03-Q-80140 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-13. The NAICS Code is 57910 and the Small Business size standard is $12.5M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order an d to solicit and negotiate on a sole source basis under authority of 41 U.S.C 253 (c)(1), FAR 6.302-1, Only One Responsible Source with AAMVA Anet Inc., Arlington, VA 22203 to provide monthly service for AAMVA Anet network communication line from June 1, 2003 to May 31, 2004. The Volpe Center is managing the SAFER network (Safety and Fitness Electronic Records) through a communication line that State Safety systems use for data exchange at the national level. Proposals shall include pricing for the following item in a written quotation: CLIN 0001 ? Monthly service for AAMV Anet network communication line (12 MO.) _____________ Total: ____________. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (OCT 2000) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JULY 2002) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (FEB 2002), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (APR 2003), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 5, 6, 7, 9, 11, 12, 13, 14, 16, 22, 23. This notice of intent is not a request for competitive proposals. However, responsible interested pa rties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-852, 55 Broadway, Building 4, Room 243, Kendall Square, Cambridge, MA 02142 no later than 2:00 P.M. EST on June 3, 2003. Interested firms must submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any informat ion received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
