- Potential Sole Source Follow-on Contract for Standard Terminal Automation Replacement System (STARS) Engineering Support The Federal Aviation Administration, Washington Headquarters, Terminal Business Service, anticipates an award of a sole source follow-on contract with ARCON Corporation of Waltham, Massachusetts. The expected period of performance for this requirement is thirty-six months. Interested sources must have a technical background with terminal systems development, integration and operations. A requirements type contract is anticipated. Task order(s) will be issued against the contract as the need arises. At a minimum, the initial procurement will include the following tasks Analysis of design and implementation of STARS product enhancements (ADS-B, Dual Adaptation, Dual Capture Boxes, etc) Analysis of altitude tracking algorithm and its implementation Clutter rejection and search radar reports filtering Analysis of Long-range radar only coverage scenarios Statistical Measures of STARS CA and MSAW safety function STARS Technical Interchange Support This announcement will be open from May 27, 2003 to June 15, 2003. Due to the proprietary nature of the STARS design, competitors of Raytheon/Lockheed Martin in the air traffic automation systems market are not permitted to participate in this effort because of a potential conflict of interest. The FAA will make a sole source award to ARCON if no other firms are identified that have full knowledge and experience as indicated above.
