- NA (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). (ii) The solicitation number is DAAD17-03-R-0026. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-13. (iv) The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500 employees. (v) The following is a list of contract lin e item numbers and items, quantities and units of measure: CLIN NO. DESCRIPTION QUANTITY UNIT 0001 Scanning Electron Microscopy System 1 Each (vi) Description of requirements: A low vacuum scanning electron microscopy system incorporating energy dispersive spectroscopy and an image analysis/databasing system. The system shall have the following salient characteristics and specifications: 1) Res olution at least 3 nm at 30KV and 6mm WD, 4nm in LV mode, Acceleration voltage 300V to30KV variable. Magnification 5X to 300,000X. 2) The system shall be able to accommodate a 6 x3 x 4 inch specimen in the vacuum chamber. 3) The system shall incorporate an d energy dispersive x-ray analysis system completely compatible with EDAX genesis software. 4) The system shall incorporate image analysis and databasing software completely compatible with SIS Analysis Pro software. 5) The system shall be able to acquire 4096x4096 pixel images and directly acquire the EDX x-ray maps through SIS software. 6) The system shall be able to collect secondary electrons in variable pressure mode. 7) The system shall incorporate DVD+R/+RW, -R/-RW, DVD RAM optical drives for each co mputer. 8) The system shall include 2 flat panel monitors of at least 18 inch displays. 9) The system shall incorporate turbomolecular pumping. 10) The system shall include networked dye-sublimation printing capabilities. 11) The scanning electron microsco pe shall be computer controlled with at least a 2.2 GHz processor, 512 MB RIMM, 20GB IDE hard disk, 3.5 inch 1.44 MB floppy drive, Ethernet card, Windows 2000 Professional operating system, and mouse control of all scanning electron microscope functions. 1 2) The energy dispersive spectrometer shall be computer controlled with at least a 3GHz processor, 2GB CPU memory (upgradeable to 4 GB), 80 GB hard drive, 3.5 inch 1.44 MB floppy drive, Ethernet card, 16 MB Video RAM, ATI Radeon 9700 PRO Graphics Card APG 8X 128MB DDR SDRAM. 13) The system shall include an infrared chamberscope integrated with the scanning electron microscope computer monitor via picture in picture. The image shall be sizeable from 640 X 480 to 80 X 60 and may be moved to any position on t he viewable area of the monitor. The infrared lamps shall be turned on or off by computer control. 14) The system shall include a printer utilizing thermal dye diffusion process, 133MHz 4640 MIPS RISC, 300 pixel per inch continuous tone. 15) The contrac tor shall install the system at the Army Research Laboratory at Aberdeen Proving Ground, MD. After installation, the contractor shall demonstrate that the system meets all requirements. Final acceptance of the system shall occur after successful demonstra tion of compliance. 16) Training for operation and maintenance shall be included. A complete set of operation and maintenance manuals shall be provided. 17) The contractor shall provide a one-year warranty that shall include parts, labor and process suppo rt. The warranty period shall begin after final acceptance of the system. (vii) Delivery is require d 150 calendar days after contract award. Delivery shall be made to US Army Research Laboratory, Building 4600, Aberdeen Proving Ground MD 21005. Inspection and Acceptance shall be performed at US Army Research Laboratory, Building 4600, Aberdeen Proving Ground, MD 21005. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The following agenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance are of eq ual importance and when combined are significantly more important than price. The technical evaluation will be a determination as to whether the proposed system meets the salient characteristics and specifications. The technical evaluation shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement listed in (vi) above. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or government agencies. Past performance will consider the history of the offeror in providing a product that meets specifications, meeting delivery schedules a nd warranty and maintenance reputation. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to thi s solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offer or Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications - with its offer. (xi) The clause at FAR 52.212-4 applies to this acquisition. The following agenda have been attached to the cla use: None. (xii) The clause at FAR 52.212-5 applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: FAR 52.203-6; FAR 52.219.8; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36, FAR 52.222-37 and FAR 52.232-33. (xiii) The clauses at DFARS 252.212-7000 and 252.212-7001apply to this acquisition. The following DFARS clauses cited in 252.212-7001 apply: DFARS 252.225-7007; DFARS 252.225-7012; DFARS 252.225-7021; DFARS 252.227-7015 and DFARS 252.227-7037.
