Description
The National Heart, Lung, and Blood Institute intends to negotiate on a non-competitive basis with Affymetrix, Inc. 3380 Central Expressway, Santa Clara, California, 95051, to purchase Affymetrix GeneChip? Arrays, Reagents, Equipment and Services available from their commercial price list. Affymetrix is the only known source capable of providing the required supplies and services. The products and services being purchased are commercial as defined in FAR Part 2 and are the only items that are compatible with the government-owned Affymetrix equipment. A change in the product would affect ongoing laboratory research and threaten the investment already made. It is anticipated that a five (5) year contract will be awarded for this requirement. The total contracted dollar amount is anticipated to be $8.5 million. There are no small business set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) Code is 423450 and the Size Standard is 100 employees. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1; only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within 25 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this synopsis, referencing solicitation number, NHLBI-PS-2003-048, shall be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland, 20879-7902, Attention: Jeffrey Curry. Fax responses will only be accepted if dated and signed by an authorized company representative.
