- The National Cancer Institute is soliciting comments on the following concept for the Cancer Information Service (CIS). This concept is published for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of NCI. The purpose of the concept notice is to solicit comments or suggestions from interested parties capable of performing the work described. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NCI?s evaluation of the information received. As a result of this notice, the NCI may issue a Request for Proposal. However, should a requirement materialize no basis for claims against NCI shall arise as a result of a response to this notice or NCI?s use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement. The Cancer Information Service (CIS) is the National Cancer Institute?s communications network for the public. The program is operated through contracts competitively awarded every five years. New contracts will be awarded to commence operations on October 15, 2004. NCI intends to award 15 contracts to operate the CIS Partnership Program. All offerors current past performance will be a major factor in the overall contract award decision. All potential contractors must propose to operate the Partnership Program in one of the designated regions (see below). In responding to the solicitation, offerors may also choose to propose on several options including: operation of one of 4 contact centers, operation of a national Spanish Call Center and a national center to respond to E-mail to NCI?s website. On or about August 15, 2003, a draft solicitation (RFP) is scheduled to be posted on the Research Contracts Branch website at http://rcb.nci.nih.gov/. PROPOSAL OPTIONS ----- PARTNERSHIP PROGRAM CONTRACTS: The NCI intends to award 15 contracts to operate the Partnership Program. All potential contractors must submit a proposal to operate the Partnership Program in one of the designated regions. CANCER INFORMATION SERVICE DESIGNATED REGIONS FOR CONTRACT AWARD NEW ENGLAND: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont. NEW YORK: state of New York. ATLANTIC: Delaware, New Jersey, Pennsylvania. MID ATLANTIC: Washington, D.C., Maryland, Virginia, West Virginia. SOUTH EAST: Georgia, North Carolina, South Carolina. MID SOUTH: Tennessee, Arkansas, Alabama, Kentucky, Louisiana, Mississippi. COASTAL: Florida, Puerto Rico, US Virgin Islands. MID WEST: Michigan, Indiana, Ohio. HEARTLAND: Kansas, Illinois, Missouri, Nebraska. NORTH CENTRAL: Iowa, Minnesota, North Dakota, South Dakota, Wisconsin. SOUTH CENTRAL: Oklahoma, Texas. ROCKY MOUNTAIN: Arizona, Colorado, Montana, New Mexico, Utah, Wyoming. PACIFIC: Alaska, Idaho, Nevada, Oregon, Washington. CALIFORNIA: state of California. HAWAII: state of Hawaii. OPTION 1: CIS Coordinating Center ---- Offerors proposing on Option 1 will operate one of four CIS Coordinating Centers. Each Coordinating Center will operate a Contact Center and provide additional services to a designated cluster of Partnership Regions. DESIGNATED SERVICE AREAS FOR COORDINATING CENTERS ---- COORDINATING CENTER A will provide Contact Center Services and Partnership Program support to the following regions: NEW ENGLAND: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont. NEW YORK: state of New York. ATLANTIC: Delaware, New Jersey, Pennsylvania. MID-WEST: Michigan, Indiana, Ohio. COORDINATING CENTER B will provide Contact Center Services and Partnership Program support to the following regions: --- MID-ATLANTIC: Washington, D.C., Maryland, Virginia, West Virginia. SOUTHEAST: Georgia, North Carolina, South Carolina. MID-SOUTH: Tennessee, Arkansas, Alabama, Kentucky, Louisiana, Mississippi. COASTAL: Florida, Puerto Rico, US Virgin Islands. COORDINATING CENTER C will provide Contact Center Services and Partnership Program support to the following regions: ---- NORTH CENTRAL: Iowa, Minnesota, North Dakota, South Dakota, Wisconsin. HEARTLAND: Kansas, Illinois, Missouri, Nebraska. SOUTH CENTRAL: Oklahoma, Texas. ROCKY MOUNTAIN: Arizona, Colorado, Montana, New Mexico, Utah, Wyoming. COORDINATING CENTER D will provide Contact Center Services and Partnership Program support to the following regions:---- PACIFIC: Alaska, Idaho, Nevada, Oregon, Washington. CALIFORNIA: state of California. HAWAII: state of Hawaii. EACH CONTACT CENTER WILL PROVIDE THE FOLLOWING SERVICES: operate the toll free telephone service at 1-800-4 CANCER and the Smoking Quitline at 1-877-44U-QUIT and provide LiveHelp Instant Messaging Services. In addition the Coordinating Center will provide the following services to the CIS network: -- 1. Training Services to a cluster of CIS Partnership Offices 2. Coordination of regional information for a CIS national partnership website. PREREQUISITE: propose to operate the CIS Partnership Program in one of the designated regions. Please note that offerors are free to propose only on the Partnership Program if they choose. OPTION 2: National Spanish Call Center ----- The NCI intends to award one contract to operate a single call center to provide Spanish language services for the nation during regular hours of operation in all time zones. The award will be made to one successful offeror for Option 1: CIS Coordinating Center who also proposes to operate the Spanish Call Center. PREREQUISITE: propose to operate the CIS Partnership Program in one of the designated regions and propose on Option 1. Please note that offerors are free to propose only on the Partnership Program and Option 1 if they choose. OPTION 3: Email Center ---- The NCI intends to award one contract to operate an E-mail center responding to individuals who address cancer information questions to NCI?s website Cancer.gov. Awards will be made to successful offerors for Option 1: CIS Coordinating Center. PREREQUISITE: propose to operate the CIS Partnership Program in one of the designated regions and propose on Option 1. Please note that offerors are free to propose only on the Partnership Program and Option 1 if they choose. Contractors will be expected to nurture research partnerships that build the CIS research portfolio contributing to NCI?s research mission.
