- Description
- The Department of Energy (DOE) intends to award a purchase order contract on a sole-source basis to Lehigh University, under 41USC 252(c)(1) one responsible source. The award will be for certificates in supply chain management. Lehigh University shall provide accredited courses and programs as set forth in the University catalogue and as further set for in the University course schedule, to specified DOE employees through the Lehigh Education Satellite Network, or through the internet, or at Lehigh University, to obtain certificates in Supply Chain Management. The following course are required for a certificate in Supply Chain Management: Core; 1. Strategic Supply Chain (3 credits), 2. Transportation and Logistics (3 credits), 3. Business to Business Marketing (3 credits): Electives (total of 3 elective credits required); 1. Negotiations ( 3 credits), 2. Cost and Performance Management (2 credits), 3. Activity Based Costing and Activity Based Management (1 credit). Lehigh University?s College of Business and Economics offers the Department a unique opportunity. The Department will have access to alumni, which will advance DOE?s rotation with the industry program. Lehigh University?s rotational assignment with industry can be applied towards a Masters in Business Administration (MBA) with a concentration in Supply Chain Management, if the participant elects to enroll in the MBA program. Similarly, the certificate in Supply Chain Management can be applied towards Lehigh?s MBA. This arrangement reduces the cost of the MBA and furthers DOE?s retention and succession planning efforts. Additionally, Lehigh?s MBA program is available on-line, allowing DOE employees from across the complex to pursue their masters without the need for residency at Lehigh?s campus in Bethlehem, PA. This is a notice of intent to award sole-source and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide an equivalent item, as described above. Interested parties must provide a price proposal and rationale as to why they should be considered. All interested firms must respond by 5:00p.m. EST, within thirty (30) days of this notice to: Timothy Jackson, ME-641.2, 1000 Independence Avenue, S.W. Washington, DC 20585. Fax (202) 287-1456 or 1457. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note (22)
