Description
NASA/LaRC has a requirement for additional expert, technical and administrative support to the Columbia Accident Investigative Board. NASA LaRC intends to procure these services via a modification to an existing GSA MOBIS schedule order with Valador, Inc. NASA/LaRC intends to purchase the items from Valador, Inc. as the only known source who can meet agency requirements pursuant to FAR 6.302-1(a)(2)(iii). The continuation of required support services to the CAIB is available only from the original source, Valador, as a follow-on for these highly specialized services as the award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and will result in unacceptable delays in fulfilling the agency's requirements. Valador, their subcontractors, experts and consultants are providing expert services in ceramics processing, flight safety, hypersonic aerothermodynamics, materials forensics, micrometeoriod protection and orbital debris, sensor analysis, forensics, metallurgy, plasma, computational fluid dynamics and event reconstruction to the CAIB. A disruption of these technical services would seriously impact the CAIB's ability to complete their independent inquiry and determine the cause of the accident as soon as practical. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
