Description
NAICS Code: 45321 EPA's Office of Acquisition Management (OAM) is conducting market research to determine if there are small businesses currently on GSA Supply Schedule (GSA/FSS) 75 II A, Office Supplies, Products and Equipment, that are capable of performing a Blanket Purchase Agreement (BPA) for the on-line ordering of office supplies, with special emphasis on Environmentally Preferable, or "green" products. Such small businesses must have demonstrated experience in the following areas, which are key to this requirement: 1. Ability to provide Level 3 reporting, including the required reports stated in the BPA SOW. 2. Ability to provide two-day and next-day desktop delivery of products to all EPA facilities in the 48 contiguous states. 3. Ability to provide the largest possible range and selection of Javitz-Wagner O'Day (JWOD) and Environmentally Preferable Products (EPP). 4. Ability to work with EPA and customize an on-line catalogue to meet EPA's requirement. 5. Ability to work with EPA to identify, provide and promote new/additional EPP products. 6. Ability to collect and recycle used toner cartridges and batteries. 7. Ability to develop and implement an on-line training system/tutorial for all EPA users, nationwide. 8. Commitment to development and utilization of "green" delivery vehicles and fleet maintenance programs. 9. Ability to survey users on their purchasing preferences and practices, and their satisfaction with the on-line ordering system. 10. Commitment to the implementation of Environmental Management Systems plans for prime contractor and any major suppliers or subcontractors. A full copy of the Statement of Work (SOW) for this requirement, and EPA's EPP Criteria List for "green" office products can be found on EPA's web site at the following address: http://www.epa.gov/oam/hpod/index.htm#sources Small businesses that are currently on GSA Schedule 75 II A that would like to assist EPA in determining if small businesses can perform this requirement are invited to submit capability statements. Capability Statements are limited to five (5) pages, and must specifically address the SOW posted on EPA's web site, and the 10 areas listed above. The information contained in the Capability Statements will be used to assess the capabilities of the small business community with respect to this requirement. Capability statements should be e-mailed to Neely.Rodney@epa.gov by June 12, 2003. No feedback or evaluations will be provided to companies regarding their individual submissions.
