- NA This is a combined synopsis/solicitation for services. This announcement constitutes the only solicitation; proposals are being requested. 1. Scope of work: Family Assistance Center Contractors are to assist the DPERS-G1 in caring for military families of deployed troops. The FAC will act as a call center for military families for a large scope of issues. Personal issues may require counseling and referral to an area Chaplain, legal matters may require reference to a military JAG, and military pay p roblems require help from the military pay section at the USPFO. The FAC may also receive a variety of family calls and questions that relate to insurance, financial debt, household issues such as a broken furnace or burned out family etc. The FAC will r equire contractors with professional people skills to deal with families and their many issues. FAC contractors will need to be familiar with local resources available, and or personal knowledge and life experience as it pertains to recommendations on hou sehold repairs, and general questions that relate to military deployment. Often times the FAC will simply allow the family member to vent frustrations with deployment and provide listening support to that caller. Each FAC contractor will become familiar with the families and units assigned their region to understand and provide information as it relates to the troops and their area of deployment. Family Assistant Center Employee (FACE) will be responsible for the following; Provide local support to military families in their designated region. Coordinate resources as needed to military families such as Chaplain assistance, JAG assistance, Rapids centers for dependent ID cards, and community resources. Initiate a local directory tailored to each community within the region of the DCNG FAC. The FACE will solicit POC??????s and phone numbers for the following agencies in their region: Veterans Administration Consumer Credit Counseling Agency Low Income Heating and Energy Assistance Program (LIHEAP) Women with Infant Children (WIC) Red Cross (process Army Emergency Relief Applications) Units of other service branches in the area Department of Labor Employer Support for the Guard and Reserve (ESGR) The FACE will mentor Family Readiness Group??????s for deployed units assigned in that region. FACE will also mentor the FRG meetings for each deployed unit in their region of assignment. FACE will be responsible for providing meeting support to each FRG meeting, to include office supplies, resource management, assist in coordination of guest speakers for FRG meetings and capture issues from the military families and forwar d issues and or unanswered questions to the State Family Program Coordinator (SFPC) for resolution. FAC??????s will be manned with the core hours of 9:30 a.m. ?????? 6:00 p.m. (Half hour lunch) Flexible hours will be considered for the FRG meetings the FACE attends. Variance of all time and attendance require prior approval/coordination from the State Family Program Coordinator. Overtime will not be approved during this contract period. The FACE will solicit, accept and distribute community donations for the military families and or deployed troops. Community donations will be reported weekly on a spreadsheet to the State Family Program Coordinator complete with POC, address and phone number of donor, number and kind of donations, and distribution plan of items received. Dist ribution of donations for troops will be coordinated through SFPC for best determination on distribution plan depending on troop duty assignment. Community cash donations will be funneled through the FRGL??????s. The FACE will not, under any circumstance accept cash donations. For security purposes, absolutely no material donations will be accepted from private citizens unless they are identified as a known source such as family members, friend??????s etc. Closed containers, packages from strangers, and individuals requesting anonymity will not be accepted. Alcohol products are not appropriate for families or troops and will not be accepted. Donations to be shipped to troops may not have home baked goods, or glass containers. All donations must be inspected. SFPC will provide direction and frequent coordination with the FACE. FACE will make quarterly morale calls to military families living in the region to provide quality assistance to each military family in the absence of their soldiers. FACE will assist unit FRGL??????s with monthly newsletters when needed, such as copying facilities at the FAC, postage if available (if postage not available, coordinate through the SFPC) and telephone support when official government business as it relate s to FRG??????s. FACE will be required to occasionally pick up office supplies, resource information, and or attend training events. Travel and lodging will be provided by this contract equivalent to government travel regulation and guidelines on reimbursement. FACE will assist FRGL??????s in initiating or updating their family phone trees and or networking skills. Assist with facilitation of FRG meetings when needed. FACE will record on WEB based log all incoming calls and actions/recommendations made. The log will be made available to the senior leadership of the DCNG and to the SFPC for review of issues, workload and FACE familiarization of resources. FACE will assist the FRGL??????s with prepping for unit homecomings at the end of each unit deployment. FACE will help FRGL ensure a reunion brief is provided for family member up to 60 days prior of a unit??????s return. FACE will forward any and all incoming morale calls from soldiers of any service branch as it relates to the 202 area code. FACE will be familiar with the DCNG web page and the links provided on the Family Readiness web site. FAC??????s will be marketed with established core hours outlined above and will be open those hours with the exception of prior approved flex time and or absence do to vacation or sick leave. All records, deliverables and or resource directories cited above will be used for official government use only, and will remain Government property upon termination of the contract. FACE will be familiar with and maintain copies of DA PAM 608-47, NGR 600-12 provided by the SFPC. FACE will be required to comply with verbal and or written guidance established by the SFPC. FACE will be responsible for safeguarding all government property provided for contractor use. FACE will be responsible for securing all government equipment and facilities at the end of each work shift. FACE will be issued a government cell phone for use after hours for official use only. Personal calls incurring a government expense are forbidden and may be cause for termination Contracted positions will be considered DOD employees as it relates to driving GSA vehicles as needed. Valid drivers license is required for this employment. 2. Period of Performance: Not to exceed duration of deployment for units assigned to each regional FAC. Government contract may run through the current fiscal year (FY 2003) with renewal based upon budget allowance for FY 2004. This contract may be ter minated at any time for any reason by the government. 3. Place of Performance: The FAC at 2001 East Capitol Street, Washington, DC will be manned by one contracted position. 4. Deliverables: FACE to log and update incoming and outgoing calls and office actions daily on the WEB based database. Community resource log will be computer based and placed in a user file for placement on the WEB giving access to military families in that area, the SFPC and other regional FAC??????s. All community donations will be tracked on a spreadsheet and forwarded weekly to the SFPC. 5. Travel Requirements: Overnight travel and POV mileage will be reimbursed by the contractor equivalent to the government travel regulations. The FACE will be required to attend one regional Family Readiness Workshop and any conferences. 6. Acceptance Criteria: FACE must be familiar with the following computer software: Outlook, Windows 1998, to include word, excel and access. Familiarity with fax and copier capabilities. Ability to learn and execute basic telephone conference callin g, call forwarding and personal telephone skills. Background check will be required of each contracted position. Familiarity required of the World Wide Web. Looking for experience with military such as previous service or dependant family member that h as been working with the Family Readiness Office and is currently trained on military family benefits and familiar with military family challenges. Flexibility is mandatory with working schedule as it impacts ability to be with FRG meetings held in each r egion. Quotes can be faxed to the attention of Ms. Rinehart at (202) 685-7849.
