Description
The Policy and Program Studies Service (PPSS) of the U.S. Department of Education has been given the responsibility for conducting the next congressionally mandated National Assessment of Educational Progress (NAEP) evaluation. NAEP, the primary national indicator of the academic achievement of American students, has a central role in implementing the No Child Left Behind (NCLB) accountability provisions. Congress specified the questions to be addressed by the evaluation in Section 411 (f) of the NCLB legislation. The purpose of the three-year contract is to produce analyses and reports that will provide answers to Congress's questions and provide the Department with a high quality, objective, and independent evaluation that yields information and recommendations with relevance and integrity. The contractor shall be responsible for designing and conducting the evaluation, designing and conducting the studies to support the evaluation, and establishing a Technical Working Group. The mandated evaluation will build upon prior NAEP evaluations and other ongoing NAEP studies. The Department requires that the evaluation not be based solely upon a synthesis of expert opinion, but include empirical studies and documented findings. This award will be a cost plus fixed fee, with performance based incentives. Anticipated issue date: June 11, 2003, closing date July 28, 2003.
