Description
The final RFP for the cost comparison study for the most efficient and cost effective method of providing warehousing and distribution services in the management and operation of selected functions for the Defense Reutilization and Marketing Service (DRMS) in CONUS, Hawaii and Puerto Rico, Solicitation SP0700-03-R-7011 issued May 19, 2003 over the Internet at the following address: www.supply.dla.mil/a76. The resultant contract awarded, if any, will be awarded on an all or none basis as a Fixed Price (IDIQ) Contract with Cost Reimbursement Provision. The contract performance period will be a three-year base period with the potential of an additional two-year option period. (NAICS) code for this acquisition is 493110. The small business size standard is $21.5 million (average annual receipts as averaged over a firm's latest three completed fiscal years). Offerors are encouraged to attend a Pre-proposal Conference to be held at the Defense Supply Center Columbus (Columbus, Ohio) on June 17, 2003. Registration is limited to no more than two representatives per company. The cut-off for registration is COB June 13, 2003. The purpose of the conference is to provide the Government an opportunity to present solicitation terms and conditions, explain and provide clarity to the Agency?s expectation in performance. The Government will endeavor to accommodate visits for other sites if requested by potential offerors. If additional site visits are necessary or desired, offerors must request the additional site visits no later than close of business June 13, 2003. Site visits will not be rescheduled due to a potential offeror?s failure to attend a scheduled site visit. Site visits have been scheduled and you can view that schedule at our website or use the link: www.supply.dla.mil/a76/tentsched_drms.asp. The locations, dates and times are listed. These locations have been selected to provide potential offerors an opportunity to visit typical DRMS facilities as well as unusual DRMS facilities and operations. A compact disk (CD) with photos of all sites is available by submitting a request with company name, address and point of contact to drms.a76@dscc.dla.mil. To arrange attendance at the conference, e-mail Ms. Kathy Manley at drms.a76@dscc.dla.mil with the name of your Company, attendee(s), address, phone number and a P.O.C. and that person?s email address. This solicitation will not result in a contract if Government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures.
