Description
The Maintenance and Logistics Command Pacific, Naval Engineering Division intends to contract for dry-dock and repair of USCGC HEALY (WAGB 20). This work is to be accomplished at the Contractor?s facilities. Facility must have dry dock capable of dry docking cutter which is 420 ft in length, 82 ft beam, effective keel length of 230 feet with a displacement load of 16,000 long tons. Contractors need to provide evidence of current NAVSEA or ABS certification to the Contracting Officer with their request for the technical drawing package, or contact the Contracting Officer for alternative dry dock approval method. Contractors need to provide dry dock certification and request technical package prior to 18 June 2003. A ship check will be available in St Johns, Newfoundland, Canada 16 ? 21 July 2003. The definite work items include but are not limited to: ASW Valves (<=5 inches), renewal; ASW Valves (>5 inches), overhaul; MSW Valves (<=5 inches), renewal; MSW Valves (>5 inches), overhaul; Steam Heater coil Repair; Appendages (Underwater) preserve, internal; Chain Locker clean and inspect; Chain Locker clean and inspect; Hull Plating, underwater body inspect; Voids (Non-accessible) leak test; Tanks (MP fuel stowage and overflow) clean and inspect; Tanks (Aviation Fuel Stowage) clean and inspect; Tanks (Ballast) clean and inspect, Tanks (Dirty & Waste Oil) clean and inspect; MAFO-HOLTKAMP QAWTD Prototype Installation; Vertically Mounted Pump Stiffening; Propulsion Shaft Bulkhead Seals, overhaul; Propulsion Shaft Seals Mechanical Overhaul & Inflatable renewal; Propulsion Shaft Bearings (external) check clearances; Propeller Hub Cone renewal/redesign; Propellers clean and inspect; Noise Reduction of Auxiliary Diesel Generator Air Intake; Equalize Acoustic Window Differential Pressure for Entering Drydock; Seabeam Transducer Array Precision surveys; Transducer Well maintenance;, #1 Main Diesel Engine Hose Renewal; Firemain and Main Drainage Eductor Valves repositioning; Starboard Intake Vent alteration; Ventilation Ducts (all other) commercial cleaning; Sea Strainers (all sizes) overhaul; Sea Valves (<=5 inches), renewal; Sea Valves (>5 inches) overhaul, Firemain Valves (>=2.5 inches), overhaul; Uncontaminated Science Seawater System modification; Ballast and Main Drainage Valves (>=2.5 inches), overhaul; Fuel Oil Valve, overhaul; Rudder inspect and repair; Rudder Stock Bearings check clearances; Bow Thruster Unit (General) overhaul; A-Frame Pivot Redesign; A-Frames Level 2 inspect and repair; Anchor Chain and Ground Tackle inspect and repair; Warping Capstan (Gen) level 1 inspect and repair; Miranda Davit level 2 inspect and repair; Bow 3 Ton Crane level 2 inspect and repair; Forward Grey Water Tank blast and preserve 100%; Ballast Tank, preserve 100%; Hull Plating, underwater body preserve; Rudders (exterior) preserve; Hull Plating, Freeboard preserve; Cathodic Protection, Zinc Anode renewal; Temporary Services, Drydock provide; Temporary Berthing (Partial); Drydocking Accomplish; Modify Deck Sockets. Solicitation will be issued on or about July 11, 2003 with a proposal closing date of August 15, 2003. Period of performance will commence 5 November 2003 and conclude 3 February 2004. Foreseeable costs will be an evaluation factor for award, home port for this cutter is Pier 36 in Seattle, WA. This will be an unrestricted best value procurement. For Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital assistance for transportation-related contracts, loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. For further information concerning the STLP call the OSDBU at 1-800-532-1169.
