- A. This amendment is issued to answer questions submitted by potential offerors. 1. Question: Is the word ?form? synonymous with a ?manner or style? of presentation or is ?form? used as a reference to a document or template? Answer: Yes 2. Question: What are the data and informational requirements of the ?results? that need to be presented in both quantitative and qualitative terms? Answer: The data results are the findings of various quality reviews, process reviews, or other type of work measurements. 3. Question: Does some version or prototype of these analyses and results exist already that we can reference? Answer: Some versions and/or prototypes exist presently. The contractor awarded this project will have the privilege to reference the analyses and results for information purposes only under the Privacy Act, FAR provision 52.224-2. 4. Question: What type of quantitative results are required to be presented to the various stakeholders: i. Retirement investment balances and investment performance results ii. Budget and cost data and analysis iii. Pro forma financial performance results like revenue and income iv. Accounting financial statements like balance sheets, income statements, and statements of changes in financial position (according to Generally Accepted Accounting Principles / GAAP) v. Net present value (NPV) and return on investment (ROI) analysis vi. Combination of the above items Answer: More along the lines of presenting statistical findings of quality/quantity reviews. 5. Question: What type of qualitative analysis is necessary? a) Prioritization (What would need to be prioritized?) b) Risk identification (What type of risks; financial,performance, insurable, etc.) Answer: Both. 6. Question: What type of data is to be analyzed in this report? Answer: The type of data varies depending on the area being analyzed ? Retirement/Disability/Survivor/Unemployment/Sickness benefits analysis studies. 7. Question: Who is the audience? What is their level of sophistication regarding the reporting of analysis results? How familiar are they with the data? Answer: These training sessions are for an executive level audience who familiar with the data. Their level of sophistication regarding the reporting of analysis results has been at a minimum of 5 years. 8. Question: Please provide details on what specific types of process will need to be improved. Answer: Processes unique to the Railroad Retirement Board who?s mission is to administer the Railroad Retirement and Railroad Unemployment Insurance Act. The process of application and claims processing. Audience however may include people working on other internal processes such as systems/procedure development. 9. Question: Please provide more information and an example of how an organization would need to identify its process owners? Wouldn?t this information be available in organization charts and other agency administrative tools and reporting structures? Answer: In some processes there are many owners with varying degrees of importance to the process ? all may not be easily identified through a chart, or if the process needs change ? new owners may need to be identified. 10. Question: In your RFQ, you state the requirement is for a series on ?Communications Training,? but the session information sounds more like a Project Management outline. Am I misreading the information? Answer: The basis of the training is to teach people how to communicate business analysis (reports etc...) through both written and oral presentation. 11. Question: The RFQ also states that a PC lab is provided. Is this a hands-on computer training? Answer: The class may include hands on training if necessary. The statement referencing a PC lab was for information purposes only.
