Description
FULL AND OPEN COMPETITIVE ACTION: The Environmental Protection= Agency (EPA) has a requirement for the National Health and Environme= ntal Effects Research Laboratory, Human Studies Division. The purpos= e of this acquisition is to plan, develop, design, implement and cond= uct a prospective cohort study which would be a multi-phase project a= ddressing environmental risks to persons utilizing marine and fresh w= ater bathing beaches. Participants in the study shall be evaluated f= or their adverse health effects potentially associated with recreatio= nal water use. =20 The information being collected is part of a research program consist= ent with the Section 3(a) (v) (1) of the Beaches Environmental Assess= ment and Coastal Health Act of 2000 and the strategic plan for EPA's = Office of Research and Development (ORD) and the Office of Water enti= tled "Action Plan for Beaches and Recreational Water". Specific deta= ils of the requirement will be outlined in the Statement of Work. = =20 The EPA anticipates the award of a cost plus fixed fee, level of effo= rt term (work assignment contract) with a 60 month performance period= consisting of a 12 month base period and four 12 month option period= s. The base and first three option years will consist of approximate= ly 21,415 base hours plus approximately 30,125 optional hours in the = first four years of the contract. The final option period will consi= st of approximately 2,700 hours plus approximately 13,500 optional ho= urs. The request for proposals (RFP) will be issued on or about June= 6, 2003 and proposals will be due 30 days after the RFP issue date. = EPA has determined that this solicitation will be issued under full = and open competition.
