- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR part 15 and 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 13. The proposed contract action is for services (orthopaedic osteotomy services) for which the Government intends to solicit and negotiate with only one source, Dr. Richard F. Santore, under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to perform by contacting the Contract Specialist no later than May 27, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to negotiate with Dr. Richard F. Santore. The requirement is for a firm fixed price, requirements type contract with a base year and four option years for pelvic osteotomy, femoral osteotomy, and tibial osteotomy. The base year starts October 1, 2003. Osteotomy services shall be performed at the Naval Medical Center, San Diego (NMCSD), California.
