Description
The U.S. Army Program Executive Office for Simulation, Training & Instrumentation (PEO-STRI, formerly STRICOM), in conjunction with NAVAIR Orlando, Training Systems Division, intends to issue a solicitation for simulation services for helicopter training at the U.S. Army Aviation Center, Ft. Rucker, AL. This program has been designated "Flight School XXI (FSXXI) Simulation Services". An "Award Term" "Requirements" contract is the contemplated acquisition strategy. The successful FSXXI Simulations Service contractor will be responsible for: providing all training equipment, providing operational and logistical support, implementing technology upgrades, and ensuring that simulation services are current with the latest aircraft HW/SW configurations. This procurement will be solicited on an unrestricted basis using full and open competition with contract award based on a best value "trade-off analysis". The North American Industry Classification System (NAICS) Class Code is 541330 (former SIC Code 8711). The size standard is $ 20 million. The RFP will be available electronically at: www.ntsc.navy.mil/EBusiness/BusOps/Acquistions/Index.cfm?client=stricom&men=OPA on or about 04 Jun 03. A Pre-proposal Conference/site survey will be held at Ft. Rucker, AL on or about 10 Jun 03. Industry is advised that this is an unfunded requirement for which the Army has not presently provided any assurances of funding, except for FY03 Lot I - Preparatory Services in the total amount of $ 1,000,000. The Army's FY04 - FY09 funding request shows FSXXI Simulation Services as an unfunded requirement with a high priority to be funded. Contractors must proceed at their own risk. The Government will not, under any circumstances, pay for any B&P costs for contractors who choose to prepare proposals in response to issuance of an RFP.
