- This is a sources sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The NAICS code is 541330 with a SBA size standard of $23 Million. Interested parties need to identify if they fall into one of the Small Business categories: Small Business, Hub Zone Small Business, Veteran Owned Small Business, Woman Owned Small Business, or Small Disadvantaged Business. The Air Force Flight Test Center (AFFTC) is seeking sources for an anticipated requirement to design the repair of test cell 1 to be followed by a report on the condition of test cells 2, 3, and 4 at Building 3804, Edwards AFB, CA. QUALIFICATIONS OF OFFERORS: This work encounters phenomena not encountered in general construction such as: vibrational resonance between the cell and the enclosing building under operating conditions, high temperatures, vibrational loads, load cycles and variances, material fatigue due to the cycling and vibrational resonance between components of the test system. Therefore offerors shall be limited to those individuals or firms that can demonstrate previous experience designing at least 4 jet engine test cells of a size that will accommodate jet engines for aircraft in present use such as a F15 or F16 or their equivalent in common use by the Air Force or other Armed Services. Furthermore, At least one of the cells designed must have been in continuous use since 1998. NOTE; In accordance with FAR 36.209 titled--Construction Contracts With Architect-Engineer Firms. No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. SUBMISSION REQUIREMENTS: See note 24 for general submission requirements. Interested firms having the capabilities to perform this work MUST submit four copies of SF 254 and four copies of the SF 255 to AFFTC/PKO, 5 South Wolfe Avenue, Bldg. 2800, Edwards AFB CA 93524-1185. To be considered all submittals must be received not later than 3:00 p.m. 01 June 2003. Solicitation packages (specifications, plans, bidders list etc.) are not available; this is not a request for proposal. See Notes 1, 24.
